I have made a Draft of the new Manifesto/Party Platform. Anyone have any objections?

Eutopian Labour Party

labour6tk.jpg

For the People, by the People

Foreign Affairs
The Eutopian Labour Party believes that Eutopia must be active in the United Nations or any other world organization that promotes peace and prosperity. We believe that nations that support terrorism, commit human rights abuses, and other crimes against humanity should be pressured through diplomatic means. The Eutopian Labour Party supports trade with the rest of the world.

Unification:
We believe that Eutopia should be unified by Diplomatic means. The Eutopian Labour Party would like to come to reconciliation with the seceded provinces. Ideally we would like to see them brought back into the republic with certain autonomous rights.

Republicanism:
The Monarchy is an outdated figurehead of Oppression and Social Injustice, however it is the people's decision whether to be ruled by one.

Millitary:
The Eutopian Labour Party belives that the Military should be reduced in order to better spend money on important areas such as Healthcare and Education. We belive that our reduced army could then be sent on Peacekeeping Missions for the UN.

Health Care:
We believe in the nationalization of Health Care through Omnicare. All citizens have a right to free medicine and hospitalization.

Equal Rights:
The Eutopian Labour Party strongly supports the equal rights of all able bodied human beings which includes, homosexuals, ethnic groups, women, etc. We support the elimination of hate organizations where ever they exist as well as racially or sexually motivated affirmimative action.

We belive that Homosexual couples should be able to adopt and have the right to a Civil Union.

Abortion:
The Eutopian Labour Party supports the rights of women to abort infants until the third month. If one is not able to take care of a child then one should be required to give up child for adoption, one must not be given any payment for giving up child for adoption.

Economy:
We strongly oppose the Privitisation of the Public Sector, and wish to keep them Nationalised. This will also safeguard the Environment and ensure that only the Highest Quality Products will get to the Consumer.

Education:
We belive that every Child should be able to go through Primary, Secondary and Universaty, in able to get a start in life. It is imperitive that we have University Educated Children as much as possible.

Education is extremely important to the progress of Eutopia, so the Eutopian Labour Party supports free education. We support the teaching of evolution and belive that all Eutopians must attend school from ages 6-18 and must take exams for secondary education.

Death Penalty:
The Death Penalty is a barbaric institution that kills innocent men at cost to the taxpayer. The only way forward for Eutopia is to end it.

Welfare:
We believe it is the right of every able citizen to work and make a fair wage. However the hostility inherant in the market-driven economy makes full employment impossible. As such there will always be those among us unable to find work. It is the role of government to provide a base income for these people in order to remain productive citizens of Eutopia.

Environment:
The preservation of the environment is of utmost importance, as a good and health in the present will be beneficial for the future. Preservation of our world mainly means the control and decline of garbage and other waste.

The government should encourage people to be fuel and energy-efficient, and should also encourage people to buy ‘green’ products. Instead of building more and more roads and airfields, the government should focus on public transportation.

It is your call, as I will be otherwise engaged. Hopefully we will get some more comments. Starting with your draft, with the sections with suggested changes in yellow:

Foreign Affairs
The Eutopian Labour Party believes that Eutopia must be active in the United Nations or any other world organization that promotes peace and prosperity. We believe that nations that support terrorism, commit human rights abuses, and other crimes against humanity should be pressured through diplomatic means. The Eutopian Labour Party supports trade with the rest of the world.

Unification:
We believe that any current discussion of unification is premature and therefore a waste of . We seek harmony with our independent and sovereign neighbors, increasing trade, and open borders. We support continued application of the recognition act.

Republicanism:
The Monarchy is an outdated figurehead of Oppression and Social Injustice, however it is the people's decision whether to be ruled by one.

Millitary:
The Eutopian Labour Party belives that our defence forces should be limited to their current size or less if appropriate, and to roll back the portion of the Term XIII military budget increase devoted to newer weapon systems, in order to better spend money on important areas such as Healthcare and Education. We believe that our reduced army could then be sent on Peacekeeping Missions for the UN. We oppose any reintroduction of the draft.

Health Care:
We believe in retaining the current system of nationally supplied of Health Care through Medicure. All citizens will continue to have a right to free medicine, medical treatments, and hospitalization.

We support increased jobs training and re-training programs, better treatment for employee-owned cooperatives, and working with industry to promote increased employment opportunities.

Housing:
We propose a three pronged program 1) to increase housing affordability for the middle class by standardizing and creating a market for Eutopian mortgages, 2) to allow tenants in slums to improve their dwellings and own or be compensated for that improvement, and 3) for unrecognized residents to acquire the ability to rent or eventually buy their long term dwelling place.

Education:
We believe that every Child should be able to go through Primary, Secondary and University, in able to get a start in life. It is imperative that we have as many University Educated people as possible.

Mr. Chair I wish to seek admission to this party based on the reports that you are redoing your party platform to make it more moderate. While I will likely be more moderate on economic issues, I feel that the redone party platform will match up quite nicely with my views otherwise. I hope that this party will accept my membership.

Cain rattles the keys, pushing open the doors to the old HQ. The front desk is covered in dust, and there were discolored rectangles where posters once hung.

Antonin Black strolls in, carrying seven bags of liquer, liquor, and booze.

"I've got booze! Come on folks, lets celebrate the return of our cripple, Per Cain, and my miraculous second escape from the Were Moths of Fizgerald Forest!"

He sets the bags of booze on the table and sits down on a chair.

"Hey, did we ever get that smoking labels bill passed?"

Well sir, sports should not be a concern of the government and I believe a well regulated privatization would be the best way to go with it. That money can be shifted to other more important areas of the budget and of course provide an incredible relief to the suffering of the New Bengali people. I would suggest using at least 0.65 of the sports funds to go for aid to the New Bengalis.

Berenguerr looks slightly askance at Florian, wandering what weird kind of union he belonged to.

"Sports funding is a job the government should do. It has a vital role in maintaining public health. It doesn't need a huge wodge of money, but it does need funding. And since it doesn't bring in money for us, privatising it is a bizarre and unfeasible suggestion.

And I haven't heard about the New Bengalese dying out there yet. I think you're exaggerating.

Oh, and if you can tell me what we need the military increases for, I'd be grateful."

People do not need sports, they need food, water, defense, health care, etc. The rights of the New Bengalis have been completely ignored so far and they have had their homes blown to pieces and their people killed. They need more of our help and soon.

We need increases to the military budget because there is always a threat of attack, always a threat of a crisis in where our military will be needed at certain quality. That is why need an increase to the military budget.

Our aircraft are first rate. Better than anything around here except the Americans, whom we cannot hope to compete with anyway. Our land forces are bigger than the Tilapians and St. Espritans combined, and generally better equipped. Our navy is the only area that is relatively weak. From reading President Fourgéres memoirs, that would seem to be due to the fact that he and Admiral Tulp didn't get along. It was mondernized by Levarge, but then the Tilapians got those new Aegis ships from the Spanish, so that is the only area that might merit investment. I don't think we should throw money at the problem, but have some designs worked on this term with construction beginning next term, which would leave room for some of the military budget to be diverted to aid for New Bengal, temporarily this term, when they need it.

GA Membership Amendment

Purpose of Amendment
(1) The purpose of this Act is to extend to ministers the same privileges as GA member does on the floors of the general assembly
(2) This purpose is to be achieved particularly by allowing ministers to speak and debate issues which don’t regard their portfolio

Privileges Granted
All Ministers Shall be extended the right to speak and debate like any other member on the General Assembly floor, even if the matter does not concern the Ministry legislation.

Limitation of Privileges
No Minister shall be able to participate in voting for legislation nor shall they be allowed to take part in speaker elections either as the speaker them selves or being a voter in the election

Nor shall any minister be senior legislator for their party

Special Circumstances

These limitations shall not apply in the event of grave national emergency

The interpretation of what a national emergency is shall be decided by the high court

Revocation of Privileges Give Under Special Circumstances

After the special circumstance has passed the Special Circumstances Privileges can be taken away by a vote of general assembly member’s. Ministers shall not be permitted to take part in this vote

Here is an idea for some legslation concerning the role of ministers within the GA but because I am a minister andit has nothing to do with my portfoli I can't submit it

"There's always a threat of attack? From where?"

Berenguerr looks over both his shoulders.

"Where is this threat coming from? Iceland? Red China? The broom cupboard?

I'm prepared to spend money on credible threats, but what you're saying sounds more like paranoia. The only people who could possibly attack us would need either a large transport fleet or a land border with us. Simple demographics would prevent either of our neighbours ever posing a threat, and the only other nations in easy reach of us are democracies, who don't just start wars for the hell of it.

In fact, I'd say sports funding is more important. Getting children who may have bad diets and spend their free time in front of TV to do some exercise and have fun doing so can set the pattern for their whole life and have a massive knock-on effect on health.

I don't believe it's an either/or distinction. We can provide the necessities of survival without removing the sports budget entirely. If we reallocate the tax cut, the 0.5BP increase in foreign affairs, 0.5BP from the military budget and 0.25BP from the sports budget then we'll have 1.75BP to contribute. Add in personal donations and I reckon we'd approach the limit to what New Bengal can absorb at any one time.

Rather than throwing all the money at New Bengal at once, it needs to be maintained over several terms. And I believe it's feasible to do this without too many swingeing cuts."

If you want to write satire, you might consider reviving the Scuttlebutt! It was a newspaper that poked fun at political figures. The last edition claimed the editor had been killed in the ECB bombing, but since we never knew who it was, we aren't sure.

If you are making fun of Saul, then be sure to smile :), smile broadly :D, wink ;), or stick out your tongue :p, so we will know when to laugh.

Have I covered the necessary cases, or is there something else we must speak of?

While you're up, could you get me a port?
