Each regional hub will be connected--directly or indirectly--to both EUtopia City and New Lancaster City. (I.E., Buen Puerto will be connected to EUtopia City, and from there to NLC.)"

The Minister of Economy Trade and Insfrastructure will need to contact the Ordinance Survay department to show them his/her map changes. Also he may create the Public Company for the construiction of the Freeway's because Parliament doesnt have time to vote on trivial matters like that. The Workers' Compensation Bill passed Parliament on March 19th. The voting is as follows:

The following is the full text of the Workers' Compensation Bill:
This bill is to establish a two tiered national minimum wage. Full time employees shall be payed no less than 7.5C per hour. Full time employment is established by the traditional 35 hour workday. Part time employees shall be payed no less than 5C per hour. The minimum wage shall be indexed and increased, if needed, by inflation rates on a yearly basis. This bill covers only the employee-employer relationship. Contractor-client contracts are not subject to any minimum wage requirements. All employees are covered, unless they fall in one of the three exempted catagories.

Exemption I. Exemption for gratuity producing jobs. Minimum wage for gratuity producing jobs shall be 3.5C regardless of full time or part time status. In order for a profession to qualify, the employee must gather enough tips or gratuity in any given quarter to equal along with salary a minimum of 7.5C for every hour worked. If an employee's gratuity falls short, the employer shall be required to make up the difference plus interest of 3%.

Exemption II. Exemption for children working in family business. Children up [to] the age of 18 will be exempt from any minimum wage laws if they are employed by a family owned small business.

The business in question must not have annual gross income exceeding 150,000C. Also in order to qualify as a family business, the owner of the business must fall under one the following relations: parent, brother, sister, grandparent, great grandparent, uncle, aunt, great aunt, great uncle, first or second cousin, brother-in-law, and sister-in-law..

Exemption III. Exemption for performance based pay.

Employment with performance based pay scales are exempt from all minimum wage standards provided it is proven to be likely employees will obtain at least the equivilent salary in any calandar year.

Performance based pay is defined as any job where pay is made by commission or pay is calculated by item produced or amount created/installed/sold.

In order to be proven possible, the two standards must be met. First, the average anual salary of all employees performing the job in question must be equal or in excess of the full time minimum wage standard of 7.5C. Secondly, at least 50% of all employees performing the job in question must earn the same as or in excess of the minimum wage standard of 7.5C.

HERITAGE BILL ON THE PRESERVATION OF EUTOPIAN HISTORICAL SITES

This bill is to set certain standards in archaeological research. To prevent as good as possible Eutopia's valuable sites, the research done on them and to prevent treasure-digging which destroys archaeological context. This bill attempts to be a basis for further lawmaking in this area, since no such laws exist as of yet. This bill is based on the EU convention concerning the heritage of Malta.

1 - Archaeological sites and areas of interest should be conserved in the best possible state, therefore there will be a general archaeological survey of the Island ending in the publishing of a map and a list of the sites and areas which should enjoy extra protection and attention.

2 - There will not be illicit excavations. Excavations should be carried out by qualified persons and the finds should be controlled and conversed as well as possible. Qualified means a person with an University-diploma of Archaeology, Phoenology, Prehistory and Ancient History, they will get a licence to conduct excavations, automaticaly after ending studies. These excavations will be inspected by state-officials, by bad and illicit excavating the licence could be suspended. A transgression by non-qualified people will be punished by penalties of 600-6000 ducats and 1 month - 24 months in prison.

3 - All archaeological finds will be catalogued in national inventories and scientific catalogues of publicly and, where possible privately owned archaeological objects. These catalogues will be maintained by an official in the service of the MHSA.

4 - Circulation of objects for scientific, cultural and educational purpose should be promoted.

5 - All archaeological research should be reported to the MHSA and his official cataloguer.

6 - This bill will be the basis for further legislation in this area, specifically concerning a law on the finding of historically relevant objects by non-academic individuals, and a law on falsification for personal profit, and a law on art-theft.

I would like to propose that a new federal prison be built in the town of New Lancaster. My friend Mr. D. Yuber Harding has completed a feasability study, and has found that the prison will create 450 jobs over a three year period during construction(OOC: shorter in game time), and will create 500 permanent jobs once the prison is opened. Also, Mr. Harding found that we can use civic bonds and grants to defer the cost from the taxpayers, so this project will not be a burden to the citizens of EUtopia. I am of the understanding that EUtopia is in need of more prisons, so I believe that this project would be beneficial to the country. Please note that this project has been endorsed by the Ministry of Home Affairs and the President.

This legislation will require the president and the MDIA appoint a diplomatic envoy to the French government. The envoy should:

I. Secure evidence that our citizens are all alive, healthy, and being cared for in accordance to international standards. (new)

II. Demand that all detainees be allowed to communicate with their families and government representatives of Eutopia.(new)

III. Demand an end to French military harassment of Eutopian vessels in international waters.(slightly new)

IV. Demand proof that justifies the capture and detention of our citizens. If this cannot be delivered, he must demand:



A) A public apology from the French to our captured citizens.
B) A reparation sum amounting to the loss of income the fishermen have suffered due to their unlawful detention by the French, to be payed by France to our citizens.
C)The immediate release of these citizens into our custody.


If the French do not comply, we will:


D) Deliver a formal complaint at the United Nations(New) with the President naming the messenger to the UN within three (3) days of the French refusal , citing that the French have:

- Failed to require ships under their flag to render assistance as required by international law. (new)
- Breached our traditional waters as set out by the North American Fishing Agreement and unlawfully prevented lawful fishing by our citizens (slightly modified)
- Detained our citizens without a proper case against them.

AND

Finally, the President is required to send this envoy within three (3) days of the enactment of this legislation. (New Part) If the President and MDIA fail to name an envoy within three days of the passage of this legislation, the MDIA shall be considered the envoy. If the President fails to name a messenger to the United Nations within three days of France's refusal to comply with the requests of the envoy, of this legislation, the parliament will select the messenger.


E) Deploy our navy to the protect our citizens vessels in the North Eutopian Shoal.

1) Establish a moratorium on the death penalty to review its effectiveness. This moratorium shall not apply to war crimes or crimes committed against the state during periods of government emergency. This moratorium shall last from enactment through the end of the next presidential term.

2) Clearly define what crimes are punishable by death, if any, and what crimes are not.

3) Define what sorts of appeals process and review process exist, to ensure that no innocents are executed.

4) End the barbaric practice of hanging as a form of capital punishment.

5) Determine exceptions, if any, that should exist to prohibit the application of the death penalty in cases where it would otherwise be mandated

Eutopian Olympic Games Act

- The MHSA will be responsible for establishing a Eutopian Olympic Organizing Committe to determine in what events we will field athletes and teams.

- The MHSA will provide limited seed money to begin training and promotion of the games.

- The newly created Eutopian Olympic Organizing Committee will be charged with raising private funds to continue to train and support our Olympic Athletes.

- Eutopia will officially petition for entrance into the games.

The FreePort of Eutopia Act

- Parliament authorizes the construction of the Freeport of Eutopia (FE), a Free Trade Zone designed to take advantage of our geographical location to become a transportation center for the Trans-Atlantic trade lane.

- Merchandise in inventory within the FE may be held indefinitely without paying Customs duty. A duty is paid when the merchandise is brought into Customs territory.

- Goods may be cleaned, stored, tested, assembled, manipulated (subject to required approvals), displayed or destroyed while in the Zone. Domestic and foreign goods may be combined in the FE, and the duty is paid only on the foreign content of the finished product imported into the EUtopian market.

- Goods imported and stored in the FE may be re-exported without ever incurring Customs duties, avoiding lengthy and costly drawback procedures

- Goods imported and held in the FE, and tangible personal property produced in EUtopia and held in the FE for exportation, are not subject to value-added taxes. All merchandise in the FE is exempt from inventory taxation.

- Merchandise under quota restrictions can be stored until quotas are changed or lifted. Quota-restricted goods may also be processed in the FE into products not subject to a quota.

- The FE shall be managed by METI with guidance from MHA customs.

The Eutopian Worker's Bill of Rights

I. Wages & Time Off
1. All workers are entitled to be made a minimum wage, as established by the government and indexed to inflation.
2. Workers are also entitled to two weeks vacation a year, after serving a minimum probationary period of 3 months. Paid leave may be awarded on an accumulated basis, based on time worked.
3. Employers shall make available to every employee an half-hour break at least once per 8-hour shift and a paid 10-minute break for each 4-hours worked.


II. Working conditions
1. Government will guarantee the institution of local representative commissions with effective powers for reporting health and security concerns workmates to state authorities without sanction
2 Government will ensure that sufficient government inspectors are employed to enforce health, safety, and labour laws in the workplace.
3. No worker shall be work more than 20 hours per week until reaching the age of 16. The government will provide exemptions for family-based businesses.


III. Workers Rights of Organization
1. Workers are guaranteed the union rights to organize inside the private sector, though the government reserves the right to replace workers in crises of national emergency.
2. Unions are guaranteed the rights to sue firms that don't respect labour laws
3. All workers over the age of 16 and in good standing of their unions shall be allowed to vote in professional elections.

V. Education and Training
1. The government shall commit itself to a program to develop industrial education that shall be made available in the secondary education system.
2. The government establish program to provide workplace training for the unemployed and shall give particular attention to retraining programs for those who have their lost their jobs in declining industries.


VI. Employment Security and Benefits
1. Workers are entitled to fair and reasonable unemployment benefits. Unemployment Benefits are to be 75% of the average of individual's last year's wages if this average is less than 500% of the minimum wage. Unemployment Benefits are to be 50% of individual's last year's wages if this average is greater than 500% of the minimum wage.; they are paid for one year, at which point they are replaced by Social Aid. Unemployment benefits will have a maximum yearly payout of $40,000 per worker.

2. Workers shall expect homogenization of the retirement rights across industry sectors, with a stronger state protection of benefits.
3. Workers shall be entitled to full retirement rights after 40 years of full contribution
4. Workers who can claim full retirement can claim the right to double pension payment one month out of the year.

Proposal Concerning Restructuring our Government and the Nomination of Candidates For Speaker

I. Speaker

A party's lead parliamentary candidate is automatically also that party's candidate for the Speakership; if s/he is not eligible for the Speakership, the second-seeded candidate will be the Speaker candidate, and so on. A party not wishing to nominate a candidate for speaker should post notice of their candidate's withdrawl from the race no later than 3 days after the official certification of the election by the CRO.


II. Government

The number of Cabinet positions will be increased by one as described in the scheme below.

The President will continue to select ministers to fill each ministry. He will select a Vice-President who shall also govern a ministry. The Pesident, at his discretion, may choose to administer one of the ministries himself, rather than appoint a minister to each position.

The President will be a member of all governmental Commissions, the VP a non-voting member of all parliamentary Commissions (i.e., Commissions set up by or at the behest of Parliament).

Proposal to Schedule the Work of the Death Penalty Commission

The Committee to Investigate the Application of the Death Penatly in Eutopia (aka The Death Penalty Commission) was established by parliament under previous legislation.

All previous deadlines for the conclusion of the commission's work and its termination are hereby repealed.

The Committee shall formally come together at the beginning of the next term of government.

It shall meet until the conclusion of the term in which it starts.

The Committee shall be formed under the advisement of the MHA, who shall make recommendations about its structure.

If the MHA does not form the committee with 10 days after being named in the new government term, the Parliament is authorized to establish and manage the commission.

Whereas, the office of the Attorney General is extremely important to the proper functioning of the Eutopian government; and,

Whereas, Eutopia has experienced a back-log in its criminal and civil justice system that needs further remedy; and,

Whereas, the Attorney General's role in needed reforms is of paramount importance; and

Whereas, the current Attorney General, Mr. Edward Bogle, has not been seen in approximately two months; and

Whereas, no replacement can be named until the Parliament officially removes the current Attorney General from Office.

THEREFORE BE IT RESOLVED BY THE EUTOPIAN PARLIAMENT:

(1)That Edward Bogle be immediately removed from the office of Attorney General, and

(2)That the Parliament invite High Court Judge Blade! to nominate a replacement for confirmation by the Parliament.

Homosexual Equality Bill

1) The Eutopian government officially recognizes the rights of homosexual (couples or individuals) as equal to those of any other sexual orientation or gender.

2) The regulation of some private sexual activities between two consenting adults shall be ended. In regards to sex between two people of the same gender. (I don't advocate incest or polygamy).

3) The Eutopian government will recognize the legality of a 'civil union', which shall impart the same legal status as marriage (inlcluding but not limited to: inheritence, taxation, co-ownership of property, child custody, etc.) upon any couples, regardless of gender, so joined. The government shall not require church consent for such unions. Likewise, the government will not mandate any change of church doctrine concerning their recognition of marriages.

Expansion of the New Lancaster Airport

The Parliament will authorize the proposed Airport expansion in New Lancaster to accommodate new airline hubs for the Korean and Singapore airline hubs.

The Parliament shall also create an "International Airport Authority" to better manage the construction and expansion of the New Lancaster Airport.

The authority will handle purchasing of land, materials, etc. The IAA would fall under MTEF and the ministry would ultimately be responsible for IAA'a actions Specifically, MTEF could veto IAA decisions.

The IAA would be given the authority to levy temporary fees to help off-set the cost of expansion. Options for fees, which are not mandated or limited to this list, may include: a $10 per traveler surcharge on air fares, a 5% increase on license fees for taxi cabs, a 5% levy on rental car rates, a 3% levy on hotel and motel bills in the New Lancaster area, etc.

Said fees would be levied only for the time necessary to raise the funds for the airport expansion. MTEF could override the authority and veto any unreasonable fees or end all fees if outside funding is sufficient.

The IAA, in addition to its other duties and authorities, will strive to create a facility that is as environmentally responsible as practical and to this end will solicit advice and counsel from the Eutopian Society for the Environment, as well as development grants and aid, for the implementation of enviornmentally responsible designs.

Emergency Authorization of Powers

The Eutopian Military shall be authorized to conduct operations against terrorism in the Farpoint territory. This may include replacing any US troops currently stationed there and taking over or supplementing the functions of local law enforcement agencies if those agencies are deemed inadequate by the President to the carrying out of functions. These troops shall be under the jurisdiction of the Ministry of Defense and International Affairs (MDIA).

This mandate shall last no more than three months, or until a majority of the National Assembly, the President, or the Minister of Defense and International Affairs certifies that the crisis has ended.
