I think countries should maintain there own, however for things like official Parliament business I think English, French, German, Spanish and Italian should be the ones used although records should be taranslated into the dominant languages of all member-states.

4. offical language. The first lanuage should always be the mother tonque. The offical language should be English. And my polish friends. German is not harder to learn than Polish. For example for me it was easier to learn Russian than English. Also look how many people speak German in Europe. 100 Mio as the mother tonque. And it think it's more common on the Balkan and in Eastern Europe as English. The language isn't the problem:look at switzerland 4 languages, but no problem.
