When playing on a European map, is there any way to set up a "financial district" where skyscrapers grow?

I once used a mod that claimed to allow achievements whilst using mods. I later ran into problems with broken mods that were not listed and could not work out what was going on. Do you think this could of been the result of using a mod to use other mods?
Not sure what you ask? If it's about the European/International style, you go into the "Content Manager", then "Styles" and enable the style there. This will cause the growable buildings of the missing style being loaded upon start of the game. You select the style within the game after you paint a district.Where about is this tick box or selection option in the region creation menu? Any change you could screen shot for us?
