Never mind. It's in the Content Manager/Styles. Enable "European/Vanilla" style and then when you create a district you can select "Vanilla" theme which allows skyscrapers to grow in that district.

Nice ... I was wondering about that. Thx. Will enabling the STYLES within the Content Manager, disable Steam Achievements in the same way using Mods and Workshop Item do?

How do I define what are mods and what are not from the work shop?

What other items can I use from the Steam Workshop and still be able to get achievements?

I once used a mod that claimed to allow achievements whilst using mods. I later ran into problems with broken mods that were not listed and could not work out what was going on. Do you think this could of been the result of using a mod to use other mods?

Where about is this tick box or selection option in the region creation menu? Any change you could screen shot for us?

How do I define what are mods and what are not from the work shop?
You can filter categories on the right (mods is its own category), and every workshop entry that is a mod is labeled such on the right side, directly above the file size.

What other items can I use from the Steam Workshop and still be able to get achievements?

Two answers:
1. Nearly everything, with the exception of items that need mods. Buildings or vehicles are okay, as long as they don't need mods to function. Some of the railway stations need mods for example, but that's always listed as dependency.

2. The second answer is: everything, including mods. You can just use a mod to switch achievements on again.

No. Mods that just change stuff on the fly without being baked into your savegame cannot break your game. You cannot remove network assets (roads, train tracks, paths, draggable walls etc.) or some of the mods that fundamentally change game mechanics from your game without breaking your city. A mod like Network Extensions 2 or the Metro Overhaul mod must work, or you cannot load your city. Mods that just change the interface or place stuff the game contains anyway don't break your game, as they don't write anything into your savegame. Most buildings just disappear if you remove them, except you do it with hundreds at once. Some removed vehicles may cause issues, but it's rare nowadays.

Not sure what you ask? If it's about the European/International style, you go into the "Content Manager", then "Styles" and enable the style there. This will cause the growable buildings of the missing style being loaded upon start of the game. You select the style within the game after you paint a district.

Hi there,

as the OP's issue seemes to be sorted out nicely, I have limited remorse to high-jack this thread. ;)

So, what is my "issue"?
I think I remember that somehow I managed to change the whole "main" building style of a city to another theme (e.g. 'European' in a normaly 'American(?)' based map). With this, I would have my desired building style without the need for districts - which come later in the game anyway and my 'European Suburbia' DLC can't kick-in right away.

My question is: do I remember this wrong?
I did look for the related option but can't find it anymore.
Is this, because it was never there or do I simply look at the wrong places?

TL;DR:
(How) can I switch the building style of the entire map to something different than the predefined one?

You need a mod for that: Environment Changer.
Load a European city savegame and change it to Temperate, Tropical or Boreal, or vice versa. Keep in mind that you should put all growables that you want to keep (HD residential, HD commercial, office, generic industry) in districts with a defined style, because everything that is default will change to the new default style afterwards (and despawn if it's not the correct style).
You only need the mod until you save the city again and can disable it afterwards, if you want.
