Creating Francia isn't so hard to mod- it's even possible in some mods. What truly needs reworking in such case is claiming such title.

So what about making it possible to create an empire only if
*the other catholic empires don't exist
*or the ruler of the other empire is a woman or an heretic
*or yourself are heretic (and then you don't care for one second about what the pope says )

How would that make him a vassalized Pope any more than if you pressed the claim of a baron-level bishop?

And by the way nobody said what they though of the idea of having HRE being able to become Francia once again. What do you think ?

I'd like it if the Carolingian Empire had a separate name (Charlemagne would then have 3 Empire tier titles), or if Francia got a new name. Francia and the HRE could both have the option of becoming the true Carolingian Empire if one vanquishes the other.

well as we were saying before there can only be one empire, but I see your point.
The thing is the carolingian empire IS Francia.
As I see it, the HRE is the continuation of the carolingian empire after it was separated into 3. It just need to take france back and it will have the same borders as before.
Now the HRE lacks something to be the carolingian empire : it is not frank.
But if the ruler of the carolingian empire was to be frank and conquer france, then it could form back Francia.

What if Francia's name was French Empire instead but changes based on how many times it's been created? So you could have First French Empire, Second French Empire, etc.

I think the trick is to give someone unlanded a county, a bisphoric, and kingdom, and then revoke the county.

So after some thinking here are my propositions for empires :
*UK for english/saxon/norman and Britannia for celtic
*hispania, francia, scandinavia, britannia and uk created by decision, so that we can add text to explain their creation
*hispania, francia, scandinavia, britannia, uk and HRE would be empires in the games mechanics but their rulers would be called King/queen (pretty much what happened with the spanish empire later on)
*we make the emperor title a trait, pretty much the same way we have the augustus trait
*we make it so that if we have the emperor trait and we possess several "empires", we can fuse them into our main title.

For exemple for the last point : I'm the spanish "emperor" and I conquered the hre becoming the emperor at the same time, then hispania become THE empire and hre is forfeit.
It just what I thought to be able to mod the translatio imperii.
