Anybody know, that new native mechanic is wrong. Even AI can have big empires with dev lvl similar (or even greater) to France, Ottomans or Ming.

So what can be changed?

IRL many native tribes was exterminated by diseases. Or whole, or almost whole or great part. So maybe using this to reduce power of natives in game? After first contact big maluses to generation Tribal development or reduce this parameter. If with ED tribe will have lesser than X - this will mean lost some tribal lands; lesser than Y - death of tribe.

Gameplay should look in this style - collect lands and tribal dev to survive mass death by ED. Next way to revitalization of tribe and build power in new situation in new world.

This sounds like a good way to balance natives tbh.
Tribal dev can translate to megacities early game to show that the new world wasnt 'empty' before Columbus, but the already existing european diseases should reduce Tribal Development somehow. Maybe first a percentage loss (ie. 50-75%) then a flat number loss a bit later on (ie. 5-10 tribal dev per category).
