This is @Archangel85 's work in DOD. It is a ludicrously complicated event chain, however, and in hindsight was perhaps not the best use of time and effort expended. We really want to do more of this, but it may well require a more fleshed-out system, and we don't have any immediate plans for this, yet.

The time and nerves it cost to make this (and it still breaks in some cases) makes that rather unlikely, but I won't rule out a more robust crisis mechanic in the future. I do kinda like the idea of the player not being able to perfectly predict when and where WWII will break out. It makes appeasement a much more interesting thing for the Allied players, for example, if they don't believe that they can take Germany just yet and want more time to rearm.

It is frustrating for sure. That's why I think HOI4 needs more uncertainty as to where the war is going to start. Having your plans not be fully ready and being forced to adapt is great fun!

It is a pretty narrow line to walk. We do want to throw the player a curveball from time to time, but I felt pretty bad during the 3 Day War stream when the Austro-Hungarian player essentially got screwed by the RNG because CZE essentially decided to become a puppet instead of getting annexed. Things like this can easily cost you the game and are pretty much out of your control. That reduces the strategy aspect of the game, which requires you to be able to predict all possible outcomes.
