Switzerland is actually a good country (if it gets involved in the war). It's mountainous and with a few extra forts and just a couple of divisions its almost unconquerable. After you build up a small defence force any extra units can be saved for a break out timed with Germany and Italy having to move units to the East or West.
With just a little effort it should be possible to build up a small empire in France, Germany and Italy.

There ARE actually a lot of minor nations that are fun to play.
Let's see some examples:

Hungary - Able to stand well with the support of the Axis, or even on it's own. I always build up a considerable army of 20 infantry, mixed up with 4 armor and some milita units for back up. Around mid-38' I usually invade Czechoslovakia or even Yugoslavia... (sometimes I get to annex Austria before Germany does, tho you need a hell lot of luck to avoid a DoW from Germany or Italy). If you go after the Czechs I suggest you try and make your way to Ostrava thru Bratislava and Brno, thus splitting their territorry and hopefully cutting some of their units off the supply. After beating 'em some more, just take a cozy walk into Prague and get the remaining. VPs :) As for Yugoslavia, just try and carve yourself a larger piece of land, preferably on the western parts, then release some "more effective" puppets, like Croatia or Bosnia (or is that Sarajevo? ), then with all haste, gain control over the key provinces leading to the Balkans, and after making a peace with them, you can continue your journey with some easy pickings like Albania, or Greece. :D

Austria - Now, if you could handle Hungary so fat, Austria will be much more easier to do so, IMHO. :) I usually deploy my troops to Chur, and DoW Switzerland immediately, then make my way to Bern thru Zürich and annex them. These actions usually make the Soviet Union declare war on Austria (Germany and the Allies are unlikely to do so, as you are on rather good terms with them (and also with the Ities too)), and this leads to a rather nice chain of events: GER DoWing Tuva, Italy DoWing SU, Romania joining the Axis... etc. -well, at least in my games, although it may not happen the same way to you... you can never know. Oh well, if it seems that Romania is holding her own for a couple of months already, you may try and invade Hungary or Yugoslavia (with your presumerably newly built units), although that's a risky one. I usually wait until the Anschluß event pops up and join the axis, by that date, the time comes for the more successful campaigns against your "weakling" neighbours. (with german AIR or even land support, of course) Or if you feel suicidal you may play tag with Italy.

Sweden: Well that's quite an easy one... try and maintain a high intervention policy if possible, join the Axis or the Allies (whichever let's you in first) and invade Scandinavia and the Baltic States later on. (also if you plan to pertake in the axis, try not to take all of Finland if possible, you should leave a small line for them so you don't have to face a front with the SU, oh but don't forget to "ask" the Finns for military access  ).

Well that's it for now. Try playing as Norway, Denmark or Portugal if you're looking for a Real Challange. ;)

PS.: I'm not telling these strategies prove to be 100% effective, please note that it requires a great deal of "luck" to avoid DoWs from other (most likely neighbouring...) countries...

I'm just playing Yugoslavia, it's 1938 and I took Albania (first) and Hungary (after the Anschluss). Kissing up to Mussolini big time.

It may be easier to write a list of Europeans who can't hold their own, ever.

I'll start

Any other nation will have some chance, as long as you don't back the wrong side or fall off the see-saw.

Norway can and will hold!!!!
Done it lots of times, as long as RN sinks german transports.
( I give them one piece of land so they, can get a foothold.
The attack at once from several directions, and whoopsy doo
german division destroyed). That being said, Ive played on normal,
dont know how they will act on any harder difficulty setting.

Well, that's why I put Norway in brackets. If you are lucky with events (ie RN keeps dominance around your waters, Germany gets distracted by other fronts) Even if you are not, you may be lucky and hold out for a few months. Hovever, eventully Germany will grind you down. You can retreat up into the North (v. nice if combined with winter) but that would mean that you have lost all your IC, your stash of resorces and most of your manpower. Then, you are dependant on Churchill leading a sucessful liberation. Fat chance.

Yugoslavia is fairly good you can conquer from the beginning all the countries around you -Romania,Italy which you can do with little work. A special trick for Italy is to let them move a major portion of infantry to Africa then quickly make a dash to grab as much land as possible before the Italian army comes down your way most of the time you can get up to Rome or past Rome before they start beating you back. Just Demand Venice Milan and the provinces around there in possible. With that you can knock out about half of Italy's IC maybe just under it. Romania would be really hard to conquer from the beginning but if you build up your army it will fall like the rest.

I would like to point out that a friend of mine, having conguered Germany with Poland at the beginning of the game, joined the Allied powers and, having taken control of their armies, now holds monst of the USSR. I've seen him play that save, and I must say the map's RATHER interesting.

Oh, and I'm sure no one's mentioned Finland (which can survive the Soviet invasion with help from the Allies, Germany, or Sweden with a good player - or, of course, ally itself with USSR or at least agree to their demands so as not to cause the Winter War) or either of the Spains, which are both potential superpowers after the little problems at home are dealt with.

I found that in the first hearts of iron, Sinkiang was a good candidate (my strategy was to take Tibet first then take Afghanistan and Persia). Although I haven't got round to trying it in HOI II there would probably be even greater scope for expansion given the large number of small Chinese factions and a weaker nationalist china.

I played as Nat Spain once. Won Civil war by mid 37. Spent a year building industry and tech. In early 1939 invaded Albania and got away without Italian DoW. 1 month later Greece was attacked, bogged down at Athens and got DoW from Yugo, Bulgaria, Romania and Hungary. Needless to say my poor 18 divisions were so outnumbered that they became the best fighters on Earth, something like 75 Experience by 1943 when I FINALLY took over what was left of Romania... Thank god Soviets, Italians, and Germans were to busy in WW2 to care... :p

I am currently playing Italy. It's November '43 and I have just annexed Nat. Spain. I have also taken (part of) Yugoslavia, Greece, Albania and allied with Bulgaria who has taken (the rest of) Yugoslavia and Romania (minus the provinces SU gets). I am waiting for the Allies to launch D-Day before I declare war on Vichy and complete my land bridge from Spain to Italy. Germany is faaaaar to the East and I will take Berlin before he knows it. Once Germany is defeated, I will ally with Comintern and take on the Allies.

My previous game, I played Yugoslavia. I took Albania w/o a DOW from Italy, then took Greece, Bulgaria and was deciding on Romania or Italy next when the Allies brought the hammer. Did I mention that I had allied with Ger.? And that I had no ARM., MOT, Mech or SP Arty or AT? Needless to say, the end was swift for my Balkan empire.

I've always thought about playing as one of the Baltics, if I could find time. I figure if you play as Lithuania... just say no to the Memel event, and then hopefully (wink) the German or Soviet AI will not do the historical M-R pact, giving you a shield (Latvia) against having a border w/ the USSR... then you join the Axis when Germany starts really gang-banging Poland, and take a bunch of Poland for yourself.

Then when Barbie kicks off, hopefully your Latvia buffer is still intact, and you can... I dunno, figure out some way to be helpful. Anyway, it's still a theory under development...

What do you mean Ireland can't hold up? I've invaded Norway, Denmark, Sweden, Portugal, and Belgium with them. Only problem with islands is they can't put troops on mainland Europe without having to ship them - which can become tedious.
