The patch is savegame compatible, just tested it on a savegame of mine and nothing weird seems to have happened.
In any case, if after the patch is out you still want to use 1.18 you'll be able to do so with steam's beta option

Not sure that's ignoring it so much as there is no effective ZoC for the Teutons because you can get to all of their areas from Poland or Lithuania.

It is similar to the concerns raised above about free movement in Iberia or pointless forts in Bavaria.

Don't think that's the case, as I am moving in an out of a teuton-only area with fort up that is enclosed in non-friendly areas. Did a test where I asked poland, Lithuana and Mazovia for Military Access. The movement then looked like this: http://imgur.com/wN4EH2I

No you cannot. That'd require military access from Pomerania :)

The same is true in Iberia, they're moving around "freely" because they have MIL access in Navarra which is in the Aragon area.

Wouldn't it be more sensible to rename the province of Rovaniemi in Finland to Kemi, since during the 1400s the area today known as Rovaniemi was a home to less than 200 people. In real life, in the early 1400s, the town of Rovaniemi was transferred under the control of the parish of Kemi, thus administrated from the town of Kemi, where the diocese of Kemi was also located. I don't think naming a province after a small village makes sense, when there's a bigger administrative centre nearby, with more importance.

Being inside the HRE just ruins the entire fort system completely with free military access from all directions.

Can't put my finger on it quite yet but I'm pretty sure the AI is still ignoring ZoC especially in the HRE. I'm constantly seeing them walk onto Wein. They have no access to Hungary.

Example: Austria goes to war with Switzerland. Fort in Graubunden is bypassed completely by free military access from Milan, Savoy, Ravensburg, and Baden. All provinces are siegable on war declaration immediately. In old system, No matter what, because of both forts, Waldstatte would be safe and Swiss could retreat there and refill troops. Now its a simple walk in the park to take HRE minors.

Quite right. That'll teach me for typing without experimenting!

Is the general view that these concerns about freedom of movement will die down as people get used to the new system or is there a possibility of further refinements to make forts more useful for small nations than they appear to be at the moment?

I could not really say what changes might happen (as that's not really on my table) but it is inherent in the new system that smaller tags aren't really going to be able to block movement with forts the way they used to (forts do still have their uses as you do need to siege them down however, but in a much more limited way than before).
It's also quite possible we'll keep on tweaking areas but that will really mostly impact medium to big countries.
