The right place would be the EUIV: BUG REPORTS forum. But the bug that revoking ewiger landfriede doesn't allow you to declare wars was already posted a few times, so you don't have to post it again.

Not sure if the merc hiring informs you about the professionalism cost.
The assign keyboard shortcut claims "click on any button to change its shortcut", but it only works with predefined buttons, you can't change the production interface button or age or great powers list or any foreign province->diplomacy...
