Do advisors contribute into those monarch points? Having a gov tech advisor should somehow have effects on researching that branch.

As far as I remember advisors give between one and three (I think) additional monarch points per month depending on their quality. On top of that they give some other bonus which is not modified by their quality though.

Screwing the player over without him having any say on the matter is bad game design.

On the flip side of the coin though, it's not as if all of the other nations in the world are going to receive 9/9/9 rulers every single game. There will be some nations that surge due to good monarchs and some who don't! It was the same in the EU3 early-game as well. I trust in Paradox. I'm sure they'll be enough wiggle-room to get the job done. Hopefully advisers can help if you get a retard monarch.

Outside of chess and similar games, every game has luck factor to it.

The strategy is trying to survive the situation, I would say.

I guess you've never played Civilization. Let me just say this: when in the game there is 99% chance that a tank will defeat a spearman then there's also 99% chance of dozens of threads on internet forums about how the AI wins those engagements with a spearman 50% of the time.

We know that technology groups influence the cost of technologies, but will they be able to research different things, or have at least different localisations for basically the same technology?

That, I have to agree with. Correct me if I'm wrong, but didn't the government make MASSIVE investments in technology (specifically war) during this time period?

I don't think this is a particularly sound viewpoint to hold given that we know very little about EU4 and EU3 is already so far from anything that you could call historically realistic.

eh, is that the same old prestige system i see there? were any nation colud be the envy of the whole world because it can beat up some natives and has e nice philosopher hanging around (and no SoI of course)? I really didn't like the prestige system in EU3:( most irritating is that you usually have several countries hanging around 95+ who all, apparently, envy each other terribly.

can't they make prestige a semi-hidden value and instead show prestige rank? where 1st place gives you the same bonus as 100 prestige and then drop with ranking until you get not a damn thing? (maybe even negatives although i think that there would be some weird situations from this, RP speaking)
then lowering rivals prestige would become as viable as raising your own at least...

If monarch points are going to have such a big effect, I hope the "lucky" nations still aren't hard coded to get obscenely good monarchs all the time. It's a bit gut wrenching when you're happy to finally get a 7-5-4 monarch, while AI France routinely gets monarchs with stats like 9-9-8.

If Luckies are going to cheat, at least make it invisible to the player.

So, to get a new technology you simply press the button when you have earned enough power to take the next step up. We have an alert in place that tells you when you can spend that power, so that no technological progress goes to waste.
So researching never involves any planning ahead in EU4?

Instead of trying to guess how the future looks you can save up 5 techs worth of points and instantly spend them in land military the same moment you end up at war with Russia? If UK happened to attack you instead well just dump them into naval... :/

So researching never involves any planning ahead in EU4?

Instead of trying to guess how the future looks you can save up 5 techs worth of points and instantly spend them in land military the same moment you end up at war with Russia? If UK happened to attack you instead well just dump them into naval... :/

For land tech you need military points, for naval tech you need diplo points. So that wont work out. Also 2000 diplomacy/military points (+/- modifiers) is something you actually need to get first. That would take you what, between 166 years (only 1/1/1 monarchs) and 19 years (only 6/6/6 monarchs + lvl 3 advisors), so on average quite a while to accumulate. And that is if you do not spend those points on anything else in the meantime! Doesn't sound like a very feasible strategy to me.
