yeah I have to say stability is a very weird choice. If your ally wants to steal your men for several months to replenish their armies because they feel like you owe them a debt, it seems like your country would be more upset if you said yes to that than no

Stab hit makes no sense, but given that Player can now farm favors manually (sort of),I think the best punishemnt for refusal should be losing favors you have gathered with other nations as in if you dont follow up on favors why should they? Granted there should be modifier based on relations between you, country who asked and with whom you lose favors. (if lets say if you are allies with one nation and its rival asks for favors, then refusal should have next to impact on your favor account.)

The problem is that stability makes no sense as a punishment.
It is the only punishment Player would care. Who cares losing diplo mana or getting a malus in diplo reputation?

It makes no sense if we are thinking about realism and simulation. But it makes a lot of sense from gameplay perspective.

It doesn't matter. It's getting into moon logic levels of gameyness to say that you would somehow lose internal stability because you didn't essentially press gang and deport a bunch of your population to another country just because you're buds.

In fact, stability are admin points. So if you said that players don't care about mana, indirectly, they don't care about stability. To be honnest, when playing a huge catholic game, I always sit on +3stab with 150 curia point so every stab hit is compensated by curia point.
On the contrary, having a huge dip rep penalty can have high consequences: no more possible to have allies, integration of vassals/PU stops, etc...

A penalty to trust with the requesting nation and to diprep seems to make more sense than a stabhit indeed.

He was talking about MP. People in MP will regularly get up to 20k + manpower a month with "generic" nations (nations like Ruthenia, Russia, etc. can get up to 40-50k manpower a month).

Is 120k manpower a lot? No, not really. Does it help? Absolutely. It's 1/4 of a slacken. So that's 2.5 extra slackens PER ALLY! (It's their slacken, not yours, but they will have a lot of manpower since it's MP so it's basically yors - if not better with allies such as Russia and Ruthenia).
With the way I was reading it, the amount you get i based on your targets values. Do the non-player countries get to those numbers? If not, you will only get a windfall from other players.

Since there is a penalty for acceptance it appears that target has to pay it. So in MP this would just be transferring Manpower between players.

That's generally true but when you are at +1 stab and have right setup, having an event giving -1stab, it can cost 80 admin point to go back to +1. Not so huge.
When playing Austria with diplo idea, yes you don't care to have -2 dip rep. But as Odeiev wanted to secure alliance with Lithuania to be protected from Moscovy, it has a huge impact.

Good new feature for the game, this will make minor tags gameplay more fun and dynamic and is always nice to have more active objectives in the map beyond annex more land.

In my opinion, if the stability hit for refuse a favor become problematic this should be substituted for legitimacy+prestige hit.
In my opinion diplomatic reputation penalties would not be a good substitute because diplomatic reputation can be ignored when playing in some regions or with some tags while legitimacy+prestige will always be relevant for all tags and regions.

That's generally true but when you are at +1 stab and have right setup, having an event giving -1stab, it can cost 80 admin point to go back to +1. Not so huge.
When playing Austria with diplo idea, yes you don't care to have -2 dip rep. But as Odeiev wanted to secure alliance with Lithuania to be protected from Moscovy, it has a huge impact.
At the point where Odeiev is looking for that alliance will anyone have enough favors?
