On the contrary, having a huge dip rep penalty can have high consequences: no more possible to have allies, integration of vassals/PU stops, etc...

People in MP will regularly get up to 20k + manpower a month with "generic" nations (nations like Ruthenia, Russia, etc. can get up to 40-50k manpower a month).

Is 120k manpower a lot? No, not really. Does it help? Absolutely. It's 1/4 of a slacken. So that's 2.5 extra slackens PER ALLY! (It's their slacken, not yours, but they will have a lot of manpower since it's MP so it's basically yors - if not better with allies such as Russia and Ruthenia).

Second how big of a dip rep penalty for how long would you implement? I know the -3 from integrating doesn't appear to stop me from alliances (or cause me to lose my current ones) and eventually (dip/inf ideas) it doesn't stop my integration.
It would be a lump sum equal to your current income. So the question is, can you do that with other events where you get/give gold? (those are also based on your income)If IA ask me for 6 month of income, can I still move my merchants and change my income before accepting their demands?

When playing Austria with diplo idea, yes you don't care to have -2 dip rep. But as Odeiev wanted to secure alliance with Lithuania to be protected from Moscovy, it has a huge impact.
