The "2% of GDP" decision was made in 2014. And as a goal to be fullfilled by 2024.
All Data I could find says germany spends 1.2% of it's GDP on Military.
Also, I must point out the inaccuracy here. The decision was made in 2006 to take course over 10 years, it was reaffirmed in 2014 because you guys didn't do it lol. It's freaking documented officially by NATO back in a document written in 2006, 8th of June.
And I quote:
"Finally, I should add that Allies through the comprehensive political guidance have committed to endeavour, to meet the 2% target of GDP devoted to defence spending. Let me be clear, this is not a hard commitment that they will do it. But it is a commitment to work towards it. And that will be a first within the Alliance. So there was, I think, quite substantial developments in the first two meetings."
