I started up EUIV recently and discovered that the Steam overlay would not appear. I use a desktop shortcut for the game, and the Steam overlay is enabled in the client.
Does the steam overlay work if you start eu4 by clicking on play in the steam library?
If it works there, it is something with your desktop shortcut. In that case, how did you make your desktop shortcut? And what command/target is displayed if you look at the properties of the shortcut?
I made the shortcut via a decision when downloading the game (steam asks you if you want a desktop shortcut). As for the properties, you see a folder for contents, after that, an info.plist, a folder for my OS, and a resources folder (with the game icon). And the steam overlay does not work if I hit, 'play game', in the library.
If the steam overlay also doesn't work if you start eu4 from the steam library, the desktop shortcut is not the reason. Unfortunately I can't help you further, because I don't know much about macOS.

Thanks for the response, and sorry for taking so long to get back you. As for your answer, I understand, and I suppose that I will just play other games while that is fixed.
