Playing with Death and Taxes mod, I Scotland, control all of Ireland, not core. I can't release Ireland yet I can release Wales?
I don't know much about D&T's specific setup, so this is a very generic answer. Hopefully it will still help though.

You need at least one province with a culture in the same group as the primary culture of the country you're looking to release. Then it will release with all its cores, even the ones that have the wrong culture.

I think the problem is likely that there are no provinces with Irish culture (or one in the same group) to release it from, or there never was an Ireland nation, so they don't have cores.

If the first is true, there is unfortunately no real way around it, aside from selling a province to another nation within Irelands group and hoping they convert its culture. If they do, you can conquer it back and then finally release it. That is assuming there is even another nation in their group that would buy that province, which is unlikely.

If the second is true, can you release anything at all in Ireland? If you can, you can just sell the other provinces to the nation you can release. They won't be able to form Ireland while they're a subject, so if that was the goal, I'm afraid I can't help with that.

disclaimer: It could be that D&T works a little bit different, so if this doesn't help figure it out, you should probably ask again on their user mods subforum.

Ireland does exist in this mod, I've created is as an Irish nation (Leinster) by having at least four Irish provinces, it was however only able to be formed via event/decision. Hmm, that must be it.

Ireland doesn't have cores until it is formed so you can't release it. Wales has cores at game start so can be released as long as the appropriate provinces aren't culture shifted to a different group.

I've noticed that colonial nations are now extremely liberal in what they will buy off you. Does this make it practical (with enough diplomats and forward planning) to consolidate your North American provinces (or even more) into one massive CN? Or is it better to have several smaller CNs?

In the case of the Australian CN, does it count as being in Asia? If so, could you just hand over some of your Asian possessions to Colonial Australia and thus avoid the Distant Overseas penalty?

Yes to being feasible to only have 1-2 really strong CNs, you just sell provinces as you finish them. I had a Newfoundland that owned all of the Chesapeake, Hudson Bay, and St. Lawrence trade nodes in my last England game by doing that. The tedious part is watching for their core construction to finish so you can sell the next province.

Australia (technically Oceania) is a separate continent so selling the Australia CN Asian provinces would not avoid distant overseas penalties.

As Bradenburg, would it be best to add my East Prussian and Polish provinces to the Empire? Would it help increase the chances of Austria (the Emperor) helping me if Poland attacks me for them?

EDIT: Also, what is the best time to convert to Protestant? Should I wait for some of my provinces/a few other countries to switch, or should I rush convert?

If you are planning to become emperor at some point it is better to wait so you can add them for easy imperial authority. Having all or just one province in the empire doesn't change whether the emperor will defend you as long as the one is your capital. What it would do is give them a CB if you happen to lose the provinces and allow them to demand it as unlawful, neither of those would be much help for you though.

Generally, if you are going to convert it is best to do so as soon as the event starting the reformation happens. The longer you wait, the less likely you are to get the helpful conversion events.

Is it still possible to move your capital overseas if you have only 1 province in mainland? Im playing Portugal and i want to create my overseas european empire.

IMHO you can have only 1 province at the continent to be able to move your capital to another continent. So if you still own the Azores and Madeira (which I believe are considered to be in Europe) you would need to get rid off them as well.

At some youtube videos (like from DDRJake) I see that players order troops not just to march into the neighboring province but (with the Shift key) they order to march there and back. During the movement they would manually stop them. Why to bother with that? I guess it is some trick to avoid attrition or something like that?

Nope. Achievements are about your starting TAG - so if you started as Poland you'll get the achievement no matter what (provided you hit max tech level).
Slight correction there, thát achievement only looks at the starting tag indeed, but not all of them do.

That is exactly it. When an army is sent directly to the province, it takes an extra 1% siege attrition immediately upon arrival. Ordering them to go past the province, but manually stopping once they get there avoids that.

It's a somewhat min-maxy thing to do, but it actually adds up fairly quickly.
