All Power Costs only affects the basic mana that are Admin, Diplo, and Military points, not other currencies.this is probably due to the "all powers costs". You get "-all powers:" from innovation, you get "+all power costs" from corruption, a few estate choices (such as control over monetary policy with the burgers....unless you are dying of inflation, this is a bad one)
If you grab the curia yourself, you can promulgate a golden bull "Apostolicae Servitutis" which makes them all half-cost at base. The AI seems to never choose this one, which is a bummer; its great, it lets you grab 1+ stab for only 50 pope mana, and keep the rest up for only 25 a pop. When you can revert stability without dipping into admin mana, you can do some pretty nutty stuff with truce breaking and no-cbs.
It happened just as you said. It is funny to play being emperor of China without meritocracy. I'm locked out of enacting decrees, but I hope that everything else I can do. How did you determine that would be in coring range? It doesn't look like 1460's coring range to me. Keep in mind the coring range is not a straight line thing, it has to sail the whole way around.Why can't I take this province? I have a coastal province and am 100% verified that I'm in coring range.

I think this changed in 1.33. I think the new AI logic is that they will stay in the coalition until either (a) the coalition is much too weak; or (b) they don't have the "outraged" opinion towards your nation. You can manipulate (b) a little by improving relations so that their net opinion of you is above +50 - at that point, they should change to something else (eg. "threatened"). Or you can pick coalition members off one-by-one via alliances until the coalition is so weak it's pointless - after a while, the AI should re-evaluate and leave en masse. (You can sometimes force this re-evaluation by saving-quitting-reloading.)While playing as Holland I have a coalition of several HRE members.
However most of their opinion about my AE is around -30 some are even -18 and still coalition exists?
When it will finaly be dispanded?
