Possibly because the country you want to attack is a free city, which benefit from the Emperor's protection. Also joining the HRE was kinda bad, because the Italian states leave around 1465-70ish in the Shadow Kingdom imperial incident. Now that you've also joined, you'll get a choice to leave or stay, staying will give you negative diplomatic reputation and +3 unrest IRC, while leaving will damage your relations with the Emperor (meaning Austira unless he loses emperorship) and may cost you your alliance with him.

Now that the 'Shadow Kingdom' event has happened none of them are in the HRE anymore so it doesn't matter. I just don't understand why a lot of other HRE members were attacking each other without Austrian interference but I couldn't.

Were they allied to him then? If you were all in the HRE then he shouldn't be called in unless he was their ally, guaranteed them, or he warned you and you were trying to attack a nation you were both bordering.

Thanks for the quick response. I was allied to Austria, we were all in the HRE and Austria was NOT allied to any of them. TBH, I didn't notice if Austria was guaranteeing any of them but it didn't matter which of them I tried to declare on, Austria was in the defenders list with the green check-mark. Wouldn't guaranteeing them put Austria over its diplomatic relationships limit?

Well then you probably didn't have a casus belli as Republic of Mercury said, because it's unlikely that Austria guaranteed every single nation in Italy.

You're right. I was able to reload a game file from that time and found that, when I made certain that I had valid claims, Austria didn't seem to care. Lesson learned!

I apologize for the confusion.

Playing as Venice (v1.31.6) and want to release Cattaro as Montenegro and Durazzo as Albania so I can use their core claims for reconquest cb's but they aren't available in my list of subjects I can release. Is there a specific DLC required to be able to do this?

I currently have Art of War, Common Sense, Emperor, Rights of Man and Dharma.

It's not tied to any DLC as far as I know. Are the cultures of the provinces Albanian, respective Serbian? You can't release a nation from a province they have a core on unless the culture of that province is one from the culture group of the nation you want to release.

Yes, Cattaro is Serbian and Orthodox and Durazzo is Albanian and Orthodox.

O.K. What am I missing? I'm at war with the Ottomans and Aq Qoyunlu and have 59 ships in the Sea of Marmara, yet troops are just pouring across both straits there into the Balkans.

Oh, I thought ships in the sea province would be enough. It seems silly that, just because they control both pieces of land, they can cross straits in a sea province controlled by my ships.
The dev-stance is that's equally-silly, if not more, that you can park your ships in a strait controledl by hostile forces without them cannoning said boats to bits. So it's a compromise, really.

Did you look through your whole list of releasable countries. It is usually not ordered alphabetically but instead by the date on which you acquired their core.
Or do these countries maybe exist?

I don't buy it. That argument would be just as valid if they had only one side of the strait. In any event, that's just how the game works and I didn't know that before.

Did you look through your whole list of releasable countries. It is usually not ordered alphabetically but instead by the date on which you acquired their core.

So, if that country still exists in the game, even if it doesn't border the province I want to release, I can't release it? Now that it's later in the game, Montenegro and Serbia are both available to me because they have been absorbed by the Ottomans. But, Albania still exists and is still unavailable to me. That must be the answer.

So, if that country still exists in the game, even if it doesn't border the province I want to release, I can't release it? Now that it's later in the game, Montenegro and Serbia are both available to me because they have been absorbed by the Ottomans. But, Albania still exists and is still unavailable to me. That must be the answer.
