Yes, it is possible to get the event as the Mamluks. Do you have the Golden Century DLC and are really all the conditions of the event fulfilled? I think there might be a bug which causes privateer conditions to not work properly, so you might need more privateers.Anybody knows if it is possible to trigger the Salé Republic event as Mameluks ?? I own the core of Salé and have more than 5% privateering in Seville. Also Badajoz and Granada are catholic (they belong to Spain). After many years having all the conditions the event didn't trigger. Do you know why ?

Are there empty provinces which share a land border with them? AI colonial nations don't colonize over water. But maybe they are just too poor as somebody else pointed out. Not building units is usually a sign of not having enough income.I am playing my first EU4 game (vanilla no DLCs) as Portugal and have created Portuguese Mexico. It has since expanded to 12 provinces via colonization but stopped expanding at that point despite the fact that there is available land adjacent to it. Also, it has not built a single unit of any kind. Is this normal?
