If I make a culture (for example Tuscan in Italy) an "accepted culture" maybe then 2/2 a.cult.,
and later I form Italy and all Italian Cultures get accepted anyways in a cultural Union of Italy,
will I then get the slot back for accepting something else?
You get your slots back
Also, I saw the Papal State can not upgrade to Empire Rank, can he still get the cultural union over Italy?
Nope

so I was in a humiliate rival war with spain and had the option to demand the CN in mexico and columbia in the peace deal, but I coudnt demand any of his other colonial nations.
what is required for that to be an option?
I have one colonial nation in mexico who has expandet into the columbian colonial zone by him self, is this what I need? a CN in the same colonial teretory as my enemy? Do the CN them merge or do I have to own 2 seperate subjects?

Looks like they still haven't fix the bug that you can demand colonial nation with humilation war...

To your question, you need a colonial nation in that region for that option to appear. When you're able to demand mexico and columbia, means you have a colonial nation in the two region. When you demand it all the land will be given to your colonial nation.

Hey, I'm just wondering how the "distant war" malus works when declaring war? I'm Ethiopia and my provinces stretch down to South Africa. Portugal, Spain and I have some provinces in the Cape of Good Hope region. They are both allied, so if Portugal declares war on me, can they call Spain in? Thx in advance :)

What counts as "Nearby Friendly Province" for institution spread?

I colonized Taiwan as Japan and then embraced Renaissance and Colonialism. Ming had negative relations with me and didn't get institution spread across the water from Taiwan into its provinces for about thirty years. Ming released Wu as a vassal, so now I have Wu across the water from Taiwan instead of Ming. Wu has -100 relations after I insulted them. But it for some reason gets Renaissance and Colonialism spreading into its provinces from Taiwan. Why do my provinces count as friendly for Wu but not for Ming?

Because insulting doesn't really change anything. It's not their opinion of you that is taken into account, but your opinion of them - and that is much harder to affect. Especially as it's in their interest to keep you happy, so they'd probably improve relations with you to get that institution.

The morale bar can sometimes a bit misleading. As it's the average of all your units (even dead ones are counted). If all your able fighting units drops to zero you retreat. This can happen if you don't consolidate before you fight.

Like if you have a unit with one 100 men, but with full morale. If a fight all those 100 dies, but before they dying there morale isn't zero. So in the bar it looks like you'll retreat while you still have some morale.
Thanks a lot, I had no idea about this, even if it's strange because I almost Always shift-consolidate

I’ve been slamming my army in to Ming’s emperor’s army for at least 2 years now as oirat and I’ve defeated the emperor’s army at least 8 times and the Tuman crisis didn’t fire, how can i get the event?

You need to look for the army that is lead by the ruler or his heir. In the worst case scenario Ming don't assign him.

If the papal state excommunicates France and then excommunicates Venice,
are then both of them excommunicated or will the first one be redeemed?

Also, I fought a war against France with "excommunicated ruler"-CB, wiki says it would give -50% AE,
but now making the peace deal I have to pay Diplo points? Is taking land not the objective of that war? is it intended that I have to pay diplo for this reduced AE?

Both remain excommunicated. The only to get lifted is by curia controller or on rulers death (in republic case when you choose a different ruler)

Only provinces that you border gets the -50% AE. The rest you'll pay full.

Both are XCom'd.

XCom expires on ruler death. [if there isn't any lands that is at 0 dip], what happened is that their ruler died during the war > check out if their ruler is still flagged as XCom'd (in red). Therefore, everything you're taking, you're paying up full price and taking full aggressive expansion for it. This is the only drawback on waging war for XCom.

WHAAT?

If I am the papal state, I excommunicated France, then I declared war on it, then their ruler died and he isnt xcom'd anymore, but I am still in that CB-War,
can I now Xcom him again while the war is going on?
the whole war was waged because of -50AE...
