Empires get cultural union of all cultures in the same group as their primary culture so yes.
Note that moving your capital doesn't change your primary culture, it's just a step in the process (well it used to be, not sure if it even matters any more) unless you're talking about a decision/event that specifically does so.
Does whether a province is a state or a territorial core matter for gold production? The production tooltip seems to imply that it doesn't (it doesn't say anything about a penalty), but that seems too good to be true?
It certainly used to, unless anything changed in the latest patch.
Tested it - it definitely matters. I was just confused because the tooltip doesn't mention anything about a penalty for gold even though it does for other trade goods.
Gold uses the rules for production income, right? So would a Merchant estate gold province still give full gold income?
