Awesome. The 0/1/2 heir died, but I got a new one: 0/2/2.

Why is that? How can I such shitty heirs prevent from spawning? It would ruin my empire!

IRL that is just what happend. The safe way to get good rulers is to go republic. But then you have the trouble of having low republic tradition and can't royal marry.

Really? I often had the feeling that rulers give kind of the same talents to their children.
Dont ottomans most of the time have very good rulers?
And in my game i had before a 5/6/5 ruler, who than had a child with 4/5/6.
I thought there was some reason behind it.

They have an event that allows them to pick from 3 possible heirs so they tend to have very good stats.

Also, if AI lucky nations is on, all lucky nations roll +1 on all monarch stats. Ottomans, of course, are a lucky nation.

There used to be a natives cb but this was removed so now you can fabricate within the same region as your colonial nations.
This is incorrect-the fabrication that replaced the CB applies to all colonial regions, regardless of whether you have colonies or colonial nations in said region.
So, your first step has to be a colony? Can't start by taking out one of the MesoAmerican states?
If you have Exploration's finisher, you don't have to start with a colony. Otherwise, you'll need a colony in order to fabricate, as you'll have to be adjacent (by sea counts).

So I created a client state with a few provinces and then later released it. It lost a war and not only lost some provinces but the cores as well. Is this WAD?

You only keep cores if the provinces are of your primary culture, don't you? Your former client state probably had your primary culture and the provinces in question as an accepted culture.

Territorial cores are lost when they are conquered. That is the most likely reason for it. There are of course multiple ways to lose cores.

They were provinces in his capital state so they must have been fully cored. He lost them all after one war. There were other cores in the provinces and he lost the provinces to Macina as a Return Core part of the peace deal. The client state when formed adopts the culture of the capitol but the provinces he lost might not have been the same culture.

I'm playing an Aragon campaign to get the Consulate of the Sea achievement. I got the reverse IW and now have Castille under PU. If I form Spain does that disqualify me from the achievement? And if I do form Spain do I get a choice on whether to keep my NIs or not?

Yes, you get the "New Traditions and Ambitions" event, allowing you to choose to either take the new ideas or keep you old ones. This is true for every nation formation decision that allows you to get new ideas.

Hey, as Netherlands I just had feudal monarchy forced upon me by pretenders, does that mean my dutch republic government is lost forever?
The wiki claims you can get it in 1581, but a cursory search of the event and decision files suggests that may only be for a revolter Netherlands at that date or later.
So the answer to your question is: Most likely yes.

Not getting the One Family to Rule Them All achievement. It's not the dynasty I started the game with. When I hover over my King it shows 7 other nations with the same dynasty. One is my March and another is a Vassal.
