Do military and naval buildings provide a discount in the maintenance of the regiments? I think it was the case a few patches ago... Do they only affect the manpower and force limit now? Thank you

Correct; unless they break free. Subjects will not take Exploration, though they can still fill it if they already have it.

They used to and no longer do, correct.

and when you say subjects, you mean force-vassalized or PU'd ? because i remember releasing Leon a couple of times and after they started colonizing.
If I remember correctly, newly-released countries that have not previously been in play get a number of idea groups appropriate to the ADM tech at which they enter play, with their "historical idea groups" list being used to determine which ones they get. The first entry in Leon's historical idea groups list is Exploration.

I thought that if I will have 0 unrest and 0% separatists power they will disapear.

If there is zero unrest for that type of rebel then their progress should reduce by 10% every month until it reaches zero. Is that not what is happening?

If I use the Reconquest cassus belli, will I have only 25% AE on the province I have claim on but no core?
In general, if a Nation own some of my cores. At the end of a reconquest war, is it worth it to leave one core so I can use again reconquest CB to get some of their provinces with only claim?

If the unrest is below zero then the rebel faction will disappear but they will come back if the unrest rises above zero. That means that if the only thing keeping the unrest below zero is the presence of your troops then the faction will come back if you move those troops. Depending on what is causing the unrest, it may sometimes not be possible to completely eliminate a rebel faction but you would have to post a screenshot of the unrest tooltip in the province for people to give you advice.

You only get the AE reduction on the provinces on which you have cores. If you have claims and you take those in a reconquest war then you will have 100% AE for those provinces.

If the specific rebels are being supported by another nation it will not be completely removed from the list till their support ends. This is a way of learning which rebels are getting extra help from your rivals. Seperatists tend to get the help before any others.

Why are new world countries popping up and poofing on my map while I play as Portugal?

Native nations with either Native Council or Siberian Clan Council and only one province may migrate to any province that either directly borders them or is only 1 sea tile away from them. Cooldown on this ability is 5 years by default, although it can be reduced. If it looks like they are disappearing, it likely is because they are migrating into provinces that still have terra incognita over them. If you explore those provinces, you will see them again.
