  1. I never thought to check until now... I know that the threshold between Kingdom and Empire rank is 1,000 development, but is this base development or autonomy-modified development.
  2. Is it possible for Prussian Monarchy to attain Empire rank or is it fixed at Kingdom? I noticed that being HRE Emperor (post-Religious War victory ofc) doesn't actually affect my government rank, although the bonuses are kinda similar to being Empire rank.

What's the ideal composition for a naval fleet in EU IV? Specifically .. when it comes to playing as England/Great Britain, France, or a merchant republic like Venice?

- I get the impression that galleys dominate in the Mediterranean, therefore would galley spam be ideal?
- I've also heard that heavy ships are another suitable option .. if the nation's budget can afford it.
- How about a a heavy ship/galley combination?
- Should light ships ONLY be used for protecting trade?
- What's the ideal number of light shapes to maximize trade power?
- Should transports have their own escort fleet? Or should they be separate?
- During mid-late game as a naval power, should ships be on constant patrol .. or in harbour to consolidate in case of a DoW?

The decision requires that you be Catholic, correct.
Also, at least if playing on the current patch (1.19), modifiers from decisions you take before flipping religion are cleared when you flip. I forget how far back you have to go for that not to be true.

Why is my siege ability allways so low. For me it is impossible to fast siege without taking the siege idea. I remember sieging Gelre with Germany; Netherlands fullsieged north Germany while i was sieging a simple fort(l4). Same thing against Austria. Couldnt win the war without the sieging ability of France, while i totally was wiping them out on the battlefield.

Do i forget something, or is it just bad luck?

How does one un-excommunicate themselves after miraculously attaining papal controller while being excommunicated?
That's kind of a weird thing but... you can't remove excommunication from yourself, you would need the papal controller to be another country in very good relations with you (a vassal/PU will certainly remove it, not sure if an ally will always do it)

Will a lesser partner in a PU continue to colonize? Will Muscovy eventually expand towards the Pacific?

Slightly unrelated, can they eventually form Russia as a lesser partner in PU?

Will a lesser partner in a PU continue to colonize? Will Muscovy eventually expand towards the Pacific?
Subjects can colonize, but will not take Exploration. There is fortunately no such restriction on Expansion, so Muscovy may still colonize for you. You also may have to subsidize them, as the AI won't colonize (at least as subject) if doing so would cause them to run a deficit.
Slightly unrelated, can they eventually form Russia as a lesser partner in PU?
No. Generally speaking, subjects cannot form nations. The exception to this rule seems to be Prussia (but only for Brandenburg/Teutonic Order); I don't recall any others.

When I became Ex communicated I was Austria with a giant bank of papal influence so I dumped it all in and when the pope eventually died I got it even though I was ex communicated. I just abdicated to get rid of it though.

so what should i do?

You can only give provinces to an estate if it's a full core, the tooltip you are reading says you can't do it because it is a territorial core.

In order to make a territorial core into a full core you need to turn the area into a state, then full core it.

Does anybody know if any program or website exists where you can simulate the in-game battles with variations that you can freely set up yourself (terrain penalties, general pips, army comp, tech, unit types, etc, etc)?
