How much do you benefit from permanent claims in the following two situations?
1. Make a territorial core, make it a state, then complete the core.
2. Start coring the province when it's already in a state, make a full core in one go.
1) discount on territorial core, no benefit on subsequent full core (so only half of the nominal 10% discount really applies)
2) full discount
So what are the discovery spread rules now? Doing a coptomans WC I had to steal a lot of maps to see beyond my own borders...
Afaik they haven't changed, they still spread primarily by tech group, then by religion, then by religion group, then by neighboring. As any sort of Coptoman blob the first two aren't likely to net you much as you'll be the only nation in your tech group and Coptic isn't exactly widespread or generally expansionist.
Can Natives fabricate claims if they complete exploration/expansion?
I'm pretty sure they have to reform into a monarchy/republic to fabricate claims, even if they have ideas that allow fabricating in areas you aren't normally able. Fabrication itself is disallowed by the native governments, all the ideas do is expand the target list for fabrication.
