Iberia is a special region regaring that.I add to this that, even if you could take all of Aragon at once, you shouldn't because of agressive expansion. Check it, it should already be really high.
Full annexing Aragon would totally bring France into the coalition range, as well as minors like Provence if this is still early game and they are around. This is a move I wouldn't do. Even if I agree that Iberia is a very low AE area, just like the British Isles.

Land Force limit from a province, including that added by a building, is reduced by your local autonomy. Westernization was removed in 1.18 in favor of the institution system. The tech penalty for a country is now connected to the amount of existing institutions it hasn't embraced yet. I suggest you read the wiki page on institutions to get an overview of how the system works.In EU2 there was a way for a non-European country to westernize, which gave better units and technology advancement times. They were changing your units back in the old days. And imo the gap is pretty huge lategame, which makes this change infuriating. We are talking of 15% infantry and cavalry combat ability lategame between europeans and trash groups, this is massive.Unit type never changed and is connected to your starting area, however unlike in previous EU versions there isn't a gigantic gap between Western and other unit types, with Western becoming the strongest only in the late game and even then only by a slight margin.

The land force limit bonus from a Conscription Center is subject to the land force limit penalty from local autonomy. At a guess, your Ivory Coast provinces are assigned to a trade company, meaning they aren't in a state, meaning their local autonomy can't go below 75%, meaning that your CC only provides 0.5 LFL instead of the full 2.0.I built conscription center on ivory cost but not effect land force limit.
