You don't say what DLC you have. If you are able to do so, set your attitude to Serbia as hostile and mark their province as being of vital interest. Your vassal should then build a spy network and fabiricate a claim. I do not think there is any way to be notified when they have fabricated that claim so you will have to keep checking to see whether you have the CB.
You cannot make a peace deal that is more than 100% warscore. Each province has a warscore % and nations as large as Aragon have more than 100% province warscore. You will have to attack them again if you want more provinces.![]()
I occupied all of (my rival) Aragon provinces and my war score is %100 but i cant annex Aragon. War aim is conquest of Alicante. Why?

I reduced war exhaustion (0) btw
What DLC do I need to get my capital into the HRE when I become the Emperor?
You can only get "Better than Napoleon" if you start the game as France. The other two are possible as far as I know, but Prussia would be pretty tedious, because not only do you have to be Prussian, Pomeranian, or Saxon to form Prussia, you also have to be Protestant or Reformed. Is it possible, once you've conquered the world or at least most of it, to permanently tagswitch between all formable nations if you unstate everything, to get a string of achievements. Currently being Hindustan, I was thinking of forming France to get Better than Napoleon, then forming Prussia to get a fine goosestep, and then forming Germany to get An Early Reich. Is this a thing?
Policies
The Royal Commission Act, The Transportation Act, The production Quota Act and Religiously Sponsored Guild give goods produced modifiers.
Also, I assume there's no limit on the size of an HRE vassal when you pass the reform (so I can feed them everything)?
Correct, but the mean time to happen is 3 years so it is quite likely to fire.Am I reading right in that the 'Surrender of Maine' event only lasts as a possibility until 1450? I was a bit surprised that it hadn't fired so far, but that might answer why.
