I'm working on making a large colonial nation to turn into the USA. The wiki says that I should be able to improve development and build buildings in my CN, but all of the relevant options are greyed out with errors to the effect of "you can't do that in provinces you don't own". Am I missing something (a DLC, perhaps? and if so, which one?)

It's in the Rights of Man DLC.

Thanks. I'm assuming that i can't really reload in the midst of the campaign with New DLC without causing serious issues, though?

If it's an Ironman game, I wouldn't risk it, but in principle, you get the new features of a DLC applied to ongoing games. For example when I bought El Dorado mid-game, I found that I could make use of extra Merchants from Colonial Nations and other features without any noticeable impact on my game. However I imagine it might have made an impact if I were playing a New World nation, which got religion overhaul in El Dorado.

Regarding the +1 Shock/Fire bonuses you get from National Ideas or Idea Groups (Offensive)... Do they get added on top of Leader bonuses, or are they included in Leader stats? If it's the latter, do you get the bonus when leaders are rolled, or do existing leaders benefit too?

Yeah, I'm playing an Ironman game. My colonial things are working out well enough anyway, and I'd rather not risk goofing up the save. Worst-case I gift all my money to Floride right before transferring, and build things afterwards. For next time, then.

You will see it in the stats, and it only affects leaders generated once the bonus is active.

Why do you/the AI need Silstre to form Romania?
At a guess, they based it on the maximal borders of the Kingdom of Romania, which at one point did include the city of Silistra.

What's the best way to diplo-annex new world countries while playing as a european coloniser?

make a colony next to them, take religious idea group, attack and annex native BEFORE your colony finishes. If it does, the tribe will reform government, and you will have to fabricate a tiresome claim.

that is easiest way to do it without doing the micro of spy network and claim.

I started to annex him and it cost more or less 1000 diplo points
I was already at 30% when suddenly in a month, the % starts to decrease and the integration cost 1400.
A few months later, another one and now it's 1800 diplo points and I'm under 20%
Any explanation please? I have changed nothing in my vassal country (0 new provinces, he's still loyal) and in India Andhra's integration works perfectly
I've tried to restart the game, it doesn't work

If their liberty desire gets too high while you're annexing them, the annexation will stop and slowly regress.

But his liberty desire is around 30% right now
And how do you explain the 800 diplo points increase in the cost?
Is it a bug?

Did the vassal pick Aristocratic ideas and increase their core cost? This will increase vassal integration cost.

Did your diplomatic reputation decrease? Did one of you change culture and/or religion? These will increase the time it takes.

Ah ok, as its formation in the mid-1800s it didn't include Silstre. It only gained it latter as it had a Romanian "minority" that wanted unification w/ Romaina

Sigh. I guess I reformed too late, and I had no idea that prestige is the factor that keeps nearby centres of reformation from actually reforming your provinces. However,once I switched over to reformed, I not only found that I was too late to get my very own centre, but also the two neighbouring centres of reformation, both protestant, started converting my provinces like crazy. So now I'm barely above 76% Religious unity, and won't be able to convert other provinces for decades. And when I decided to start the colonizing game, I found that Portugal had pretty much taken over all of the coast of South America I could actually see...

In short, I fail. Should I take Exploration ideas second in order to be able to secure a foothold? And if I decide to switch religion, should I wait and see what religion is close, or should I react immediately and get a Center of Reformation myself? Also, I pretty much conquered every OPM I went to war against and annexed their provinces on the spot. Should I have opted for vassaldom instead?

Dutch idea #5 + Reformed gives you +3 tolerance of Heretics and 100% unity for any christian province.

If you have a strong Diplomatic ruler then Exploration second is good. You need a certain Diplo tech level to reach desired land, level 7 if not 9.

No reason not to take land you want directly if you can core it.

What's the best way to diplo-annex new world countries while playing as a european coloniser?
I'm not sure if you really want to. AE is nothing in New World so take all you want but only core 5 provinces & it will flip to a colonial nation. That is if all 5 are in the same region. There is a map mode somewhere maybe the wiki that shows the borders for CN's.
