Still doesn't work for me, and someone mentioned having the issue without ever using any mods.

The issue is not (at least not only) with mods. I've never downloaded/subbed/read about a single mod for EU4, and it does not work. Reinstalling or clearing folders does not work. Also, i dont want to roll back to previous versions, i took a week of a break for EU specifically to immerse into the new mechanics with fresh mind
Exactly, i went through with deleting all my mod folders/unsubbing from any mods i had and it still doesn't work. Like I said earlier, this is a really weird issue that is caused by the new patch but doesn't seem to have any specific fix. Random things seem to be working for random people.
I finished reinstalling, also cleared mods folder and unsubscribed from everything, still no dice.
I was playing Common Sense, no mods activated, but some installed, and it crashed when I went to load an autosave (which happens alot), but the game launcher wouldnt open after that. Deleted all files assocated with it (including mods and save games) and currently downloading.
Reinstalled it, launcher opened for a few seconds, then crashed and wouldnt reopen.
Same problem. Tried deleting mod folders from everywhere. Full reinstall. Works perfectly if I roll it back to 1.14 but absolutely nothing when I try and launch 1.2. This is really disappointing.
Remove all files in your eu document folder ( except saves but they arer probably incompatible anyway ). t helped me.
I actually tried deleting that whole folder and also reinstalling but it didn't do anything unfortunately. I'm wondering if it might be linked to the fact I'm running on XP.
I don't think it's tied to OS, I'm in the same boat (tried it, didn't work) on Windows 7.
Well i did like twice. At first it worked, but at second it didn't. It's just random.
If anyone's still having trouble, try launching the game on the computer's actual administrator account (not just clicking Run as Administrator) if you're not already. It seems to have solved the problem for me, although I hope I'll be able to run it on my own account in the future.
Ok, so I reinstalled Windows, re downloaded EU4, and the launcher would crash before even becoming visible. But it was launching for a slit second. I then folloed Ptep's advice and switched to Administrater user and still no dice. Although that time the launcher lasted a whole 5 sec. before crashing.
I'm on Windows 7 and it doesn't work for me right now. I deleted all my mods too and still no avail

Unsubscribed and deleted all mods from C:\Users\username\Documents\Paradox Interactive\Europa Universalis IV\mod and I was able to start the game.
In my case, 1.12 worked fine. Played a couple of games and then decided to downgrade to 1.11.4. Games loads fine, but when I go to Saved Games, games crashes. It turned out to be that autosave files created by 1.12. Just delete them and it will work fine again.

Verifying game cache didn't work, re-installing the game didn't work.

The only fix seems to be: (1) un-subscribing from all the Steam Workshop mods, and (2) deleting the mod files in the User\Documents\Paradox Interactive\EU4 folder.
However, I did not try either just (1) or just (2), so I don't know which one is sufficient, but doing both seems to work.
