EUIV Launcher Issues?

When I press play on Steam, my icon lights up with the playing color but doesn't open up the launcher. If I open up the Hearts of Iron IV launcher, then open up the EUIV launcher, it opens just fine. When I press play, however, the game freezes up. I can press the buttons to navigate, but the screen doesn't change unless I tab out of the game.

I've already done a few things,

I've deleted local files and reinstalled,

deleted ALL files and reinstalled,

tried compatibility mode for Windows 8 and Windows 7 (I'm running 10)

and I have tried this suggestion,

"Please go to C:\Program Files (x86)\Steam\steamapps\common\Europa Universalis IV\_CommonRedist\DirectX\Jun2010\ and run dxsetup.exe
Please go to C:\Program Files (x86)\Steam\steamapps\common\Europa Universalis IV\_CommonRedist\vcredist\2010\ and run vcredist.exe
Please go to C:\Program Files (x86)\Steam\steamapps\common\Europa Universalis IV\DotNet\4.0 Client Profile\ and run dotNetFx40_Client_x86_x64.exe

If that doesn't help, please try installing ALL of these Microsoft modules:
First: http://www.microsoft.com/download/en/details.aspx?id=8328
Then: http://www.microsoft.com/en-us/download/details.aspx?id=35
(If that doesn't do anything then http://www.microsoft.com/en-us/download/details.aspx?id=8109 )

THEN Please do a full clean re-install:

- move any valued save games elsewhere
- "delete local content" in Steam-EU4
- manually delete all files and folders left under Steam/SteamApps/common/EU4 AND Documents/Paradox/EU4
- re-install game in Steam, run a Steam Verify when done.
- start the game with no mods active and test"

None of these have worked for me. Any other suggestions?
