I love the new unrest/autonomy system. I think there should be more cliffs than just the distant overseas/colonial one. Unaccepted cultures, different religious group, different religion, HRE owned by non-HRE, non-core, etc. should all add +10 minimum autonomy, each. So most of the balkans would be 30 minimum autonomy for the turks, but 20 in greece. France's german lutheran conquests would be minimum 40 autonomy, but revolutionary government might be -20 minimum.
In this way large pluralist cosmopolitan empires would have a sustained administrative penalty to their acquisitions. It could also give you a permanent reason to maintain vassals for economic reasons. Some ideas could give -5 minimum autonomy on owned provinces and/or +5 minimum autonomy on others owning your cores. Conquest of Jerusalem should give -5 minimum autonomy on Islamic and Christian provinces, Mecca -5 on Islamic, Rome -5 on Christian, and Pentarchy -10 on Christian.
And they should use that idea of sinking diplomatic points into accepting a culture rather than converting provinces to your culture. Like every 25 points you spend gets you 0.5% reduced % of base tax you need to core to accept it. So I spend 250 points, I get -5% needed down to 15% from base 20%. Lower the floor on cultures becoming unaccepted (set to 0.02 from 0.10). Unions should have a -50% needed to accept same culture group, but shouldn't auto-accept it, so it'd be 10% needed to accept right off the bat, and they can spend diplomatic points the same as everyone else.
Lowering the floor also lets you make accepting cultures a thing that happens in decisions/events that rarely go away. The english can accept welsh and not be worried about losing it, the polish-lithuanian commonwealth virtually never accepts lithuanian, but could get that in the decision to inherit lithuania. But since it's 2% and not 0% (like in some mods) you won't see the english still accepting norman and gascon in 1821 unless they somehow still core them.
