I think converting trading company provinces allow it to remain as trade company. Like Spanish Philippine. But give it same converting penalty as territory.

Are any of these horde reforms final ones (tier 5 i think)? This is something I have been missing so far. If you want to become a horde and you don't want to change a government, you have to select no final reform, which makes me sad :(

Integrated Sejmiks it's quite powerful. You can have with other bonuses -20 Years of Separatism. Another thing better have something than nothing. Just wait.

Just think what wil happend to lithuania in this patch. It has the worst gov form in the game. How is ai going to handle new dev state changes while it cant handle its rebels and religon (after the "repair of conversions" ai lost ability to convert)

I think cav can be fixed without any combat reworks. Some improvements in cav placement on battlefield would be also great.. as once they kill a unit, they are stuck in reserves practically.
Personally I think Cav should fulfill a role, like Artillery does within the combat mechanics. I don't think just tweaking pips to be relatively good to their cost would be enough or good.

Something I would like to clarify as quite a lot of questions regarding the Theocracy reforms revolve around it. External Mission no longer gives -20% warscore cost against foreign religions.

If you're focusing on government reforms, does that mean you'll fix Mamluks losing the Mamluk government when they form Arabia? It's been a gripe of mine since Dharma came out, especially since when when CoC came out there was a lot of emphasis on Arabia keeping/adopting that unique government on formation
I can confirm I have fixed this issue and the Mamluks will keep their government upon forming Arabia.

Also forget about Golden Horde strategies to take India and have trade companies to save the abysmal horde economy, now we can enjoy being bankrupt all the time. *Golf clap*
My beloved Mughals lose half of India before 1600 and Malacca after 1600. I'm furious.

overseas just means on a different continent to your capital, though.
Only if there isn't a land connection to your capital. If there is, it isn't overseas. This is why the Colonialism CB can come up if you cut the Ottomans off from Egyptian/Arabian Provinces.

Maybe TC restrictions could be based on trade nodes? For example, a province has to be three "jumps" away from your capital's trade node or on a different continent. Only basing it on jumps doesn't seem to work too well with the trade map - Ivory Coast is adjacent to Sevilla and the Channel and should probably be TC-fyable by GB and Iberians; Basra and Hormoz are two jumps away from Alexandria and should probably not be TC-fyable by the Mamluks.

There would still be some weirdness attached, though, like Venice setting up a TC in Denmark. Maybe the pure continental restriction as it is right now isn't as bad anymore now that TCs can be established everywhere, clunky as it may be (what with the border between Europe and Asia being completely arbitrary).

Courthouses per state would be great change imo. Building slots are real issue. Same goes for that naval fort building. Fort should also reduce devatation in whole state.. its impossible to stop these monsoon events or random sieges to save prosperity otherwise...

I don't see the problem with same religion TC thing... its a bit controversial, but anything at this point will be. Allowing TCs everywhere is controversial anyway. Catholics are in great place to create TCs - thats great. Sunni's will have some trouble but there's quite a few non-sunni areas for TCs. And then i don't want every game to be the same - thats what we hated about corruption.
And trade arrows and trade system that helps europe is great imo. We want this game to have semblence of history after all? I want that. One can go with Mamluks and create trade company in Spain and be happy with it. Don't cry because you can't convert all Asia to TCs. Looks like much better system then we had.

Not sure about that -5% adm eff +50% AE -50% Improve rel penalty. Its scaling thats ok. But why double penalty to AE? Ok we get +50% AE.. but even decay... Its cemented world coalition as someone said.

Btw.. @Johan , @Groogy
What about AE propagation issues - take that into account please since you are meddling with it already. Thread here.. AE distance propagation is not in good place.

New mechanics looks good , but those mechanics not fit for every country, developers must take players serious when topic comes to less playing nations .

By Odin's raven, that was a long DD.

Some much needed fixes to absolutism, naval combat and some extra government reforms. Great stuff!

I look forward to sunset invading the old world as a nahuatl pirate confederacy and turning their provinces into trade companies.

Will Global crusade be scaled against a country's development ?

overseas just means on a different continent to your capital, though.
No cause in that case, their example of Mamluk not being able to make Arabia (which is in the continent of Asia) into a Trade Company wouldn't be so.
This is basically the death of contiguous empires. In other words, if I have a land connection from Constantinople to Kumari (Southern Most Tip of India) I won't be able to make Kumari a Trade Company Province.

Some good changes in naval warfare but I'm not sure if it's sufficient.
Naval morale and naval combat width are still two "rule them all" modifiers and giving either of them to country ideas makes that country much stronger in naval combat. Quality is much more powerful than quantity in naval combat - naval disengagement is good direction but in most times it won't change outcome.

Naval attrition for transporting army looks interesting, but as long as you can build armies overseas it won't matter that much.

And about Absolutism.. it’s weird that republic has absolutism. By google;
“It is a political theory and form of government in which unlimited, complete power is held by a centralized sovereign individual, with no checks or balances from any other part of the nation or government.”
It is like for monarch n dictator. For ‘individual’. Some republic has dictator but others are not. Other republics’ leaders work with councils or parliament. They can do better administration than one monarch. So my point is: Doesn’t they need new mechanic? I saw hope for it with new mechanic for Revolutionary republic. Maybe devs can make new thing for other republics.

Personally I think Cav should fulfill a role, like Artillery does within the combat mechanics. I don't think just tweaking pips to be relatively good to their cost would be enough or good.
Thats reasonable idea if you decide to go that route. Cavs main advantage is that its mobile and i suppose their first charge effect. Cavalry charge on unprotected artillery would be a wipe for arty i presume so some implementation of that could be a way to go. If x is fullfilled than cav can charge and kill artillery unit behind. Their role could be of artillery killer once they flank. And having them do something like double damage at first shock phase.. or double morale damage.

Still If you don't have time for mechanics rework.. some tweaks would be helpful.
