Personally I think Cav should fulfill a role, like Artillery does within the combat mechanics. I don't think just tweaking pips to be relatively good to their cost would be enough or good.I think cav can be fixed without any combat reworks. Some improvements in cav placement on battlefield would be also great.. as once they kill a unit, they are stuck in reserves practically.

Thats reasonable idea if you decide to go that route. Cavs main advantage is that its mobile and i suppose their first charge effect. Cavalry charge on unprotected artillery would be a wipe for arty i presume so some implementation of that could be a way to go. If x is fullfilled than cav can charge and kill artillery unit behind. Their role could be of artillery killer once they flank.
