I think converting trading company provinces allow it to remain as trade company. Like Spanish Philippine. But give it same converting penalty as territory.

Integrated Sejmiks it's quite powerful. You can have with other bonuses -20 Years of Separatism. Another thing better have something than nothing. Just wait.
I think cav can be fixed without any combat reworks. Some improvements in cav placement on battlefield would be also great.. as once they kill a unit, they are stuck in reserves practically.
I can confirm I have fixed this issue and the Mamluks will keep their government upon forming Arabia.If you're focusing on government reforms, does that mean you'll fix Mamluks losing the Mamluk government when they form Arabia? It's been a gripe of mine since Dharma came out, especially since when when CoC came out there was a lot of emphasis on Arabia keeping/adopting that unique government on formation

Thats reasonable idea if you decide to go that route. Cavs main advantage is that its mobile and i suppose their first charge effect. Cavalry charge on unprotected artillery would be a wipe for arty i presume so some implementation of that could be a way to go. If x is fullfilled than cav can charge and kill artillery unit behind. Their role could be of artillery killer once they flank. And having them do something like double damage at first shock phase.. or double morale damage.Personally I think Cav should fulfill a role, like Artillery does within the combat mechanics. I don't think just tweaking pips to be relatively good to their cost would be enough or good.
