Do you plan to add goverment reforms to base game ? It looks like you like to add more reforms every dlc but one dlc's content becomes usable onyl by owning another dlc.

A very stacked dev diary. Thanks to the team for their hard work and you groogy for writing the long dev diary.

First of all the balance changes look really nice on first glance. An open beta could be very useful for the release of the next expansion with the mass of changes coming and to test them in different situations (Colonial games, World conquests, ...)
For me having the softcap for expansion at 3,5 k dev at the end of the game seems a bit low if you´re playing singleplayer.

The changes to naval warfare look very promising and i already can´t wait to see them in action.
The coastal buildings however, look very situational to me and tbh like a waste of ducats and development time.

Can´t wait for the release of the european expansion.

  • Province must be considered overseas both from nation and any subjects of nation, not including tributaries.
  • Province must not be part of the HRE

So I can't create a trade company with my religion? E.g. no Ottoman West India when I convert the provinces before?

Will Crusader States have access to the Global Crusade reform?
Does the change religion cost reform stack with other WS reduction reform? (this is actually just a game question, not specific to the DD)

Would it be a game breaker if the Capital state (and maybe a state with a level 3 Trade Center) could build multiple manufactory-types? I could see a highly developed capital having both a Manufactory and a Rampart, for instance.

Ton of changes gj guys. There so much stuff its hard to evaluate it, hoping for the best.

I really like naval changes - that looks great, combat changes and blockades for example. I hope other nations will have enough FL to put marines to use if we pick Naval or Maritime. I'd still like to see Maritime ideas improved so we actually have some better reasons to go for it. Naval group is for my taste too strong - but only military focused.. not something i want in SP.

Changes to buildings also looks quite neat, like the new ones. Really like that you made effort to hopefully put courthouses to good use and to increase value of "bad" trade goods like grain.

Trade company and government stuff - hoping for the best. We'll see.

On land military side i'd really like to see some changes to cavalry and flanking making it more viable. Also AI - willingness to fight especially and to focus their stacks and defend their land - at least their states primarly - then to go to attack.

Some questions:
Does the province WS cost reduction of the new reform stack with the existing theocracy reform?
Will Crusader States have access to the Global Crusade reform?
Does the change religion cost reform stack with other WS reduction reform? (this is actually just a game question, not specific to the DD)
All Theocracy Governments will have access to the Global Crusade except Pagans, and the Global Crusade reform is mutually exclusive with the One State Under God reform.

Lots of good changes. Though is +%33 ship capture chance for 'mission on the high seas' not a bit over powered?

@Groogy will there be any love/changes for merchant republics? Their parties are a bit underwhelming - as are most of the Gov reforms/province limit etc. I like the idea of being able to trade company from Alexandria to India as Venice though!

Yep - RIP Trade Companies.

The new Governing Capacity mechanic together with much higher LA than current build means that you'll want to have a limited number of TC provinces anyway - just centres of trade.

And that's before considering that Ottomans couldn't create TCS whilst having an Asian vassal.

Even if we’ve focused a lot on the Naval stuff we have also done quite some tweaks to facilitate now that you do not have access to the infinite manpower pool known as Mercenaries anymore.

Can you expand on this a bit please?
