EUIV completely broken after 1.29 Patch and Launcher

New launcher looks great, except its completely broken my EUIV. When i launch on the newest patch it tells me its failed to create a graphics device. The game then loads and tells me I don't have Shader 3.0, it then crashes. I tried to roll back to 1.28, and it gave me the missing dowser.exe warning. I tried reinstalling. Nope.

At a loss of what to do. QA should be better than this.

Similar issue.

Rolled back to 1.28.3 to finish an achievement run, but getting the same message.

I've verified the local files, no dice.

I did fix the roll back problem with this, but it does not fix the fact that the 1.29 patch crashes on launch saying it failed to create a graphics device.

Well of course not, as that is an unrelated issue.

Are you still getting that under 1.28.3 , are you saying?

Sorry didn't mean to come off rudely, just I am having two separate problems, the failed graphics driver being the worse of the two as I cant play on the newest build. It does not happen on 1.28.3, just 1.29

When you are back on 1.29
DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7 or later). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach your Documents/Paradox/EU4/settings.txt.
From your Documents/Paradox/EU4/logs/ folder, attach system.log .

Display Tab 1: The file igdumdim64.dll,igd10iumd64.dll,igd10iumd64.dll,igd12umd64.dll is not digitally signed, which means that it has not been tested by Microsoft's Windows Hardware Quality Labs (WHQL). You may be able to get a WHQL logo'd driver from the hardware manufacturer.

Please update that 2016 Intel video driver:

And you may as well update the nVidia driver too:
https://www.nvidia.com/Download/index.aspx?lang=en-us
