Target is a mass merchant and as such sets its shelves according to
planogram, while chains like Gamestop and EB Games normally take in the product the same day it ships or the next day.
I've looked into the Target specifics and have received confirmation that the internal date to start stocking the Collectors Edition is Jan 29 so that should mean you'll start seeing the product in your local store within soon - they've certainly ordered enough so provided they don't run out....

Well, I just got back from my Super Target. I took this thread printed out, plus the actual press release from the web site, and finally a print out of what the actual Collector's Edition looks like from another page on the Paradox site.
I got someone at Target that really seemed to have his act together. He explained how Target works. I asked him to explain the "planogram" term Susana used in her post (above).
He told me that every TUESDAY they take down all the little barcoded price and title tags you see on the shelves saying what the product is, how much it costs, etc. and replace them with the NEW week's tags. Those tags are the Planogram system. So they replace them every TUESDAY, meaning tomorrow.
He said they'd start doing that at 5AM EST tomorrow, which is about 8 hours from now. He gave me a name to ask for tomorrow in the electronics department. I'll call there tomorrow morning and see. I go to work at 1PM so I should be able to report back, but by that time I'm thinking they'll be posts here from people saying they finally have it.
That means if EU3 CE is going to be on the shelves anytime between tomorrow and next Tuesday (Feb 6th) when they replace the Planogram tags for that upcoming week, then there will be a Planogram tag for it tomorrow.
He also said that on special deals like this exclusive between Target and Paradox, he wouldn't expect any advance notice; instead, he'd expect them just to "show up in the mail that day." He said it also depended on demographics, but he agreed with me that since he was stocking all the other major strategy titles (Medieval Total War 2, Sid Meier's Railroads, Caesar iV, etc.) that they'd probably stock this one.
Just go into your Targets tomorrow and ask them if their Planogram tags for this week included EU3 CE. Bring a picture of the game with you from:

I expect they'll at least have the Planogram tags tomorrow, and the game either in tomorrow or in the next couple of days.
