hi. im trying to add a country into the eug file so i can play it from the start like the wiki said....but when i click on it, the comp says that windows cant open it up...is there a program so i can open it? i tried with with firefox and i got it to open up but i cant add or remove anything from it!

use 'open with...' and use Notepad.

Go into properties first and make sure to uncheck the 'read only' box. That prevents you saving any changes.
