EU4 wont start

I get the loading screen where i can push the play button, game seems to start but nothing happens i stay in Windows and mouse cursor is like hourclass, it start spinning and i hear the game musics, but the game wont start.
Also i dont have in my game file a _commonredist file att all, my friend have it...and i read that it must be in game files, so i copied it from hoi 4 files. DirectX file and vcredist files are now in my eu 4 folder, and i runned dxsetup.exe and vcredist_x64.exe, but Still it doesnt work...and my friend said that i am Still missing some folder from _commonredist file a 3rd one, whick he has but i dont have.?????

I got today win 10 and immediately problems started in Eu4, HOI 4 Works and starts like normal.

So i am a lot confused now, last week my win 8.1 runned EU4 just perfectly.
