EU4 Unlawful Territory Bug Report

I decided to start a HRE game after the new update due to the new professionalism mechanics. I managed to get both unions over Bohemia and Hungary (Hungary for free) and my game was going well. However, I cannot manage to demand unlawful territory because every nation has a -1000 modifier for alliance strength compared to mine. This happens with nations that are clearly inferior to my alliance, such as a Gelre with only cologne as an ally, while I have 2 pu's and 3 powerful allies.
