Not often, but everytime Austria runs out of electors (whether because the electors were the wrong religion or annexed), Austria quickly appoints the closest OPM to be his elector, which makes them easy targets, so Austria as to appoints another OPM. Poor guys.
You may not like it, but at least this helps stop the alliance gridlock problem that happens in Stellaris and IR. Would be even better if we didn't need it and could actually break up alliance blocks better, but I'll take what I can get.
