It has the basic logic of blocking movement on adjacent provinces, a hundred or so rules and exceptions on that then finally it has a mechanic of randomly allowing/blocking movement whenever it feels like.

Don't forget that if it landed by boat in the sea tile where it's currently standing it can move to every province bordering the sea tile, so that might also be an explanation.
