The mods from steam workshop do not appear in the EU4 launcher (though steam seems to download them, and they're not in the mod folder of the game, nor in the mod folder in my documents).

How long have you waited? I've had them take anywhere between instant and a week, no idea why.
Also sometimes restarting Steam helps.

2 days by now... And restarted steam a few times.
The fact that it takes up to one week means that someone was clearly drunk when making either the steam workshop, or the EU4 part responsible for the mods.
Edit: found out why, it requires cloud to be activated... which is ridiculous.
