and sadly byz is one of these that can not change their capital

Edit : as pointed below i missread the "untill 1.10 this applied to player" as " since 1.10 "... my bad, so yeah if Rome is part of a state and you have no rebels, are at peace and have the admin mana for i don't see what else can block you,
