Show us exactly what you see when the rebels are all dead, none of your provinces are occupied by rebels, and at least one month has passed since you achieved those conditions.

You sure you don't have any? Perhaps spawned and wandered out of your country, and you still have an active rebellion? The tooltip shouldn't say that if there aren't any rebels around.
Why would you move it, anyway? Constantine built Bizantion up for a reason. Much better location.

Much better if your focus is the east of threats from Moldavia, in eu4 where the west is rich and urbanised not so

and sadly byz is one of these that can not change their capital
Edit : as pointed below i missread the "untill 1.10 this applied to player" as " since 1.10 "... my bad, so yeah if Rome is part of a state and you have no rebels, are at peace and have the admin mana for i don't see what else can block you,

thank you! yeah the problem was rebels from portugal, they captured one small piece of my country. i diddnt saw this so it worked now finally thank you for everything guys!
