Is the price going to stay the same after the game is relaesed? I checked CK2 price on steam, and it's still 39e, same as EU4 pre-order, however I don't know wether or not CK2 preorder was more expensive. In case the price is not going to drop - is there even any reason not to preorder?

CK2's base price has been the same since the dawn of time.

So judging by that you can probably be sure that EU4's base price will stay the same for at least a year and half too (Maybe more).

It may go on sale but you may have to wait until the holidays at the earliest.

Itll probably drop to £29 in a few months, and then go on steam sales, possibly at Christmas, and definitely next summer.

But do you want to wait a year to save £15?

Since the standard price of a single EUIV pre-order copy is 39€ (and with EUIII discount it's 35€), all dilemmas should be gone. You can get 80€+ worth games (EUIV, CKII + first day DLC's) for the price of 35€ with the preorder. So, my advice is to go ahead and grab this opportunity while you can ;)

Maybe price drops after some time, but you don't get "free" DLC and other "free" stuff when preorder.
