i tryed changing from 60hz to 144 from settings.txt and cant open the game since unistalled it several times tried verifying integrity tried everything but couldnt open the game

Did you try deleting the settings.txt or moving it to a different location(while the launcher is not running)? Maybe your change broke the file in some way. You can also try to rename the whole "Documents/Paradox Interactive/Europa Universalis IV" folder to get a clean slate(also do this while the launcher is not running). If it helps, you can manually move your save games, screenshots and local mods from the renamed folder to the new folder to get them back

after i uninstalled it and deleted my document folder setting.txt never apperard and game never started

It looks like eu4 doesn't write any files. This can either happen because it doesn't actually start or because it doesn't have permission to write to your Documents folder. Try to start eu4.exe directly to see if it makes any difference or if it gives any error message. And if you have an antivirus or ransomware protection software add eu4.exe to the exception list of your software. If you have Windows Defender(also called Microsoft Defender), add it to the Ransomware "Apps Allowed Through" list(here are instructions for that). If you have bitdefender, add the launcher to the list of ransomware exceptions and "give it access" to "protected files".
