EU4 Not Launching (Neither from the launcher or from the folder, and I've tried everything I could find online)

I haven't been able to play EU4 for quite a while now, and honestly have no idea what else to try other than asking here.
The issue is not only that the launcher does want to launch eu4.exe, I can't run the eu4.exe period. No matter if its in administrator or whatever nothing ever happens, not even an error or anything.
eu4_profiling.exe works fine, so I'm really confused as to why its not working.

Some context as to when this started happening, I hadn't played eu4 for a couple of months until about a month ago, I run it once and it was working fine. Then I tried to go down to a previous version so I could try out the new meiou and taxes, and that's when the issue started happening.

Here's everything I've tried:

• Clean Reinstall Multiple times (deleting all folders related to EU4 including launcher folders)
• Got rid of all workshop items
• Made sure my antivirus isn't blocking eu4.exe or dowser.exe (I use the default windows defender)
• Tried running eu4.exe in administrator mode, nothing
• Made sure to check its compatibility settings to ensure its what it's supposed to be at
• Tried changing resolutions
• Tried different versions of EU4, down to 1.30.6
• Verified Game Data
• Made sure onedrive isn't out of storage and hence messing up the paradox interactive file
• Made sure my hard-drive has enough storage
• Honestly pretty sure I tried verbal abuse, nothing worked either.

The thing is I dual boot linux on my pc, and it works fine there but I prefer not to game on linux as the driver support is quite bad rn for my particular gpu.
This system was running EU4 just fine a couple of months back, but now it's really looking impossible to get it working again. If anyone can help me, I'll be really grateful <3

In the game launcher please set Display mode to Borderless. THEN go here:

Latest supported Visual C++ Redistributable downloads

This article lists the download links for the latest versions of Visual C++ Redistributable packages.

And run the x86 and x64 installers there.


IF that doesn't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/EU4/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/EU4/logs/ folder, attach here system.log , error.log .

I've attached the files, but couldn't upload the error.log since it was empty.
