EU4 Indian Unit Pack not working?

I apologize in advance if this is the wrong place for this, but my recently purchased unit pack doesn't seem to work for all of the nations. A lot of them still are using default sprites at game start.

What's odd though is that the proper sprites show up when a battle starts.

Can someone help me isolate my issue?
