Eu4: income shows positive but losses money each month

I have only started eu4 for about 4 months now and have been trying to complete a full campaign but a glitch where the income shows positive but I lose money has shown up in 3 of my campaigns now and I've had to give up and restart the whole game again I think it's a problem with loans since that's when they show up but its kinda random to and I can't fix it after it has happened and it really sucks since I've now still haven't seen past the first 10 years of the second age
