EU4 - Extreme Edition - can't conscript janissaries

Hello,

In the Extreme edition playing as ottomans, conscript janissary button is not seen when I select a balkan state i.e. bulgaria. Assign a pasha button is also not available. How can I conscript janissaries in the extreme edition?

Do you have cradle of civilisation enabled?

Extreme Edition doesn't include Cradle of Civilization DLC.

If you don't want to buy crazy amount of DLC's to be able to enjoy the game you can think about getting monthly subscription to EU4 dlcs.
