Well, unsure if its possible to do this with EU4, so I guess this suggestion would work better with EU5.

This is my idea. There should be a feature similar to CK2 where each province has more than 1 city represented, and we can build more possibly. It would be possible for more than 1 nation to have tags in different cities in a single province. Lets for example, say that Province Roma has 3 cities. Two of the cities are owned by Italy, thus its in command of the province. The last city, lets say Rome, is in charge of the Papal State. Even if the Papal State owns no provinces, and it only owns that city, its still independant. Like the tags should be tied to these cities.

I believe that it would in this way be easier to add tiny nations or city states without adding tiny provinces, it would be flexible, and it would be more fun. Plus more unique peace treaties and more nations can't hurt!

Sounds interesting but I'm unsure if this would make game more interesting or too complicated for player. Waiting to hear more feedback on this. Again, sounds interesting.
