I still have one question unanswered though. Will I be able to establish a parliament in any country? Prussia for example could not get one before Dharma.
From the manual, for Monarchies:
5. DELIBERATIVE ASSEMBLY
• Parlimentarism Reform (enables parliament, -1 to unrest)
• Royal Decree Reform (+5 to maximum absolutism)
• Aristocratic Court Reform (Army Tradition decays 0.5 more slowly)
• General Estates Reform (+10% production efficiency)
• States General Reform (-10% Stability Cost, enables Statist vs
Monarchists mechanics)

So, I would say that yes, Prussia can have a parliament later on.

Edit: I'm curious about Statist vs Monarchist mechanics is going to be. Did I miss a Dev Diary about this?

So where is the replacement content for cossack owners? because when you look at the Cossack expansion on the PDX store page , The very first paid feature is Estates. Making it free is a good idea , but the content should be replaced or at least give partial refunds.

It's an exclusive government for cossacks now (it says so in this dev diary). Maybe they will change the website once the DLC goes live.

How exactly do government reforms work for country tag with unique reforms when you don't start as said country, such as forming Qing as Manchu or Japan as a Daimyo? Are the unique reforms automatically set on when forming the new tag or do you still have to pay progress points to reform into these unique governments in the normal way?

IRL it was convertion before 1710 though. Possibly not all of it, but a good chunk at least.

Uniting India will run you far enough over your state+territory cap that you get corruption for doing it.
But now I have another thought - will Russia suffer for colonizing Siberia and conquering Horde lands?
I don’t think you guys understand how the corruption for territories are going to work... you have to have more territories than states.
So for example, you start with a base of 10 states, that means you would have to have 21 areas with half of them stated before you start getting any corruption from it. So as your state limit grows, so too will how much you need to blob before it starts affecting you. So in Russia’s case, their age ability allows them to hold 40 more areas before the extra one makes a difference.
It’s not a good system, but it’s not anywhere near as bad as people are dramatizing it to.

That said, I don’t mind features like this or development becoming free so long as they are then used, tied, and implemented better in the game.

I still don't understand all the whine whenever Paradox (or for that matter, any game company) announces that "feature X is now free".

Nope, it's like paying for something, years later that something is given for free, but you still get something else different than the ones who are getting for free now.
But the question was posed by someone who didn’t know about the free content (albeit from lack of reading the very thing he was commenting on). He was then asked why he cared when from his perspective he didn’t know if he was getting anything in return. It’s a fair question all things considered.
And as I said before, I Support it being free and I like the Cossacks government. I plan on returning to Zaporozhie for this reason

I encourage you to do do simple math of summing the state limit with the number of areas in the game to see where the issue lies.

Around 60 state endgame allows you 120 areas without being russia or some other tag that gets OP with dharma released ( mughals...)

120 Areas too little for a game where conquest is the only real mechanic and most achievement rely on it.

your effective state + territory count is still softcapped at 2x state limit.

The Siberian territories are so unbelievably bad that you are shooting yourself in the foot by doing intuitive Russian things. Every Siberian corruption-free territory you touch could instead be amazing area like malopolska, or Thrace.

Territories due to reforms will actually constitute a significant fraction of economy in next patch.

PS 60 states is nothing, even compete you played midmajor starts like byz will blow past that 4x 200 years into the game this patch

Glad we can play speed 5 / manufactory building simulator for 200 years before doing actually interesting things next patch!!

Aw, they nerfed the reelection cost reduction policy, I think it was in the first DD at 25%. 10% is probably too little imo.

Heh, and I keep posting it because I get saltier and saltier every time I see people focusing on the missionary thing and ignoring how massively imbalanced the corruption change is in favor of Europe, especially after years of reducing the European bias that's been baked into the game not just since release, but since prior entries in the series, but then all of a sudden this bombshell of a reversion to nearly v1.1 levels of European bias.
