The highland tribes of Rhade, Jarai, and Koho begin with the Stateless Society reform. This gives them a massive 99% penalty to their governing capacity, making it almost impossible for them to expand. To make things worse, they are all Animist tribes that have not embraced feudalism and are not tributaries of Ming. Their only advantage is high starting morale and very defensible capitals. Play these tags if you fear nothing and love pain. Stateless Societies always reform into Peasant Republics.

Loving the love given to South East Asia! Quick question though, is there gonna be any work given to the AI's use of the subjugation/ force PU CB? In all of my playthroughs I've never really seen the AI use it instead opting for conquest, holy war and imperialism. Thanks!

harsh, but entirely appropriate.

of course depending on how it's implemented, it may not be quite as impactful as it sounds (basically, is the -99% thrown into the additive formula, or is it applied as a separate multiplier after the additive formula?)

I agree with the comments that at least by the wording there is no reason to limit the Corvée System to SEA. After all wasn't serfdom exactly that?
And that the exploit potential is quite hight as it would allow you to directly trade money for manpower, bringing back the endless mercenary problem from before emperor where you could never run out of manpower as long as you had money.

Interesting, all this love is leading me to believe this will be a fully fledged "Immersion Pack." I hope this means that the game has a decently long life ahead of us. This isn't the Great Works/Iron Century capstone update that CKII got. I hope that Africa gets one eventually as well.

I really like the insane challenge of a "stateless society" and I really hope we get an Achievement about them, maybe eventually reform one to a monarchy or some such.

On the Emerald Buddha, I would love to see some other relic type things able to be stolen and moved across the map in future updates. Maybe the Crusader State Ark of the Covenant could be treated the same way, also other Buddhist relics as well. Also, the Peacock Throne. One could even treat the home city of the Japanese Emperor in a similar way. One could find plenty of other moving relics to steal and move around.

Finally, will Shan still be a "shape shifter" type of deal? Folks used to use it to get around end game tags, I assume that will be removed going forward?

@neondt i know achievments aren't the focus of any expansion but it would be cool if it could be added an achievement regarding the 60s.

Like = Fortunate Son: be an independent colonial nation (in north america) with vietnamese as primary culture and get a 6/6/6 heir.

Are there any benefits added to Taungu? Like the emergence of Bayinnaung or something. Otherwise, playing as Ava is much better than Taungu except for somethings like achievements and dynasty name.
Second this. Also, why would Ava move their capital to Pegu? The Taungoo mission tree works well for Prome but I'd like to see Ava get a slightly different one (albiet with some of the same missions). Perahps the Pegul mission could be replaced by a generic "develop the capital" mission, and a Prome/Taungoo that owns Pegu but not Ava could get an event switching their capital their and shifting the province's culture to Burmese
